  1                               A CONCURRENT RESOLUTION
  2    STATING LEGISLATIVE FINDINGS AND AFFIRMING THE MANDATES FOR OPEN  MEETINGS  AS
  3        SET  FORTH IN IDAHO'S OPEN MEETING LAW AND DIRECTING ALL LEVELS OF GOVERN-
  4        MENT TO FOLLOW THE REQUIREMENTS OF THE OPEN MEETING LAW.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS, the goal of Idaho's open meeting law is to advance  democracy  by
  7    providing broad access to governmental decision-making; and
  8        WHEREAS, the open meeting law is intended to eliminate secrecy surrounding
  9    deliberations and decisions on which public policy is based; and
 10        WHEREAS,  open meetings are integral to the citizenry's trust in the Idaho
 11    Legislature; and
 12        WHEREAS, the credibility  of  the  legislative  process  depends  upon  an
 13    informed  public that is able to provide input at meetings at which state pol-
 14    icy is discussed; and
 15        WHEREAS, when open meeting laws are violated, it  creates  the  appearance
 16    that  secret  deals  are being concluded behind doors closed to the public and
 17    other interested parties.
 18        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
 19    sion  of the Fifty-seventh Idaho Legislature, the House of Representatives and
 20    the Senate concurring therein, that the Idaho Legislature does  hereby  affirm
 21    the  mandates  for  open meetings as set forth in Idaho's open meeting law and
 22    directs all levels of government, including committees of the  Idaho  Legisla-
 23    ture, to strictly follow the requirements of such law.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE
                             RS 13710
The goal of Idaho's open meeting law is to advance democracy by
providing broad access to governmental decision-making; and, the
law is intended to eliminate secrecy surrounding deliberations
and decisions on which public policy is based.  Open meetings are
integral to the citizenry's trust in the Idaho legislature.
The credibility of the legislative process depends upon an
informed public that is able to provide input at meetings at
which state policy is discussed.  When open meeting laws are
violated then public trust in the Legislature and elected
officials supporting closed meetings decreases.
This resolution calls upon the members of the Second Regular
Session of the Fifty-seventh Idaho Legislature, the House of
Representatives and the Senate concurring therein, that the Idaho
Legislature does hereby affirm the mandates for open meetings as
set forth in Idaho's open meeting law and directs all levels of
government, including committees of the Idaho Legislature, to
strictly follow the requirements of such law.
