  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE CATASTROPHIC HEALTH CARE COST FUND; FOR
  3        FISCAL YEAR 2004; AND DECLARING AN EMERGENCY.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION 1.  In addition to the appropriation made in  Section  1,  Chapter
  6    211,  Laws  of  2003, there is hereby appropriated $4,000,000 from the General
  7    Fund to be deposited in the Catastrophic Health Care Cost Fund for the  period
  8    July 1, 2003, through June 30, 2004.
                                                                        
  9        SECTION  2.  An  emergency  existing  therefor,  which emergency is hereby
 10    declared to exist, this act shall be in full force and effect on and after its
 11    passage and approval.

This is a fiscal year 2004 supplemental appropriation to the Catastrophic Health Care Cost Fund in the amount of $4 million from the General Fund to cover costs that are expected to exceed available revenue. The appropriation is on a one-time basis.

Fiscal Note

According to the state’s accounting system, the Catastrophic Health Care Fund has a total of $9,384,800 that is available to the program for the current fiscal year. As of December 17, 2003, the program has already expended $6,522,100 leaving a positive balance of $2,862,700 for the remainder of the year. By comparison, expenditures totaled $13.9 in fiscal year 2002 and $13.7 in 2003. In addition to the CAT Fund, there is another $400,000 available from the Millennium Fund for general program purposes.

This legislation provides the Catastrophic Health Care Cost Fund an additional $4 million from the General Fund for fiscal year 2004. The appropriation is on a one-time basis and will be used to offset escalating costs.
