  1                                        AN ACT
  2    RELATING TO  REIMBURSEMENT  FOR  DRIVER  TRAINING  COURSES;  AMENDING  SECTION
  3        33-1707,  IDAHO CODE, TO INCREASE THE AVERAGE COST PER PUPIL REIMBURSEMENT
  4        TO PUBLIC SCHOOL DISTRICTS FOR DRIVER TRAINING COURSES  FROM  ONE  HUNDRED
  5        TEN DOLLARS TO ONE HUNDRED TWENTY-FIVE DOLLARS.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  That  Section 33-1707, Idaho Code, be, and the same is hereby
  8    amended to read as follows:
                                                                        
  9        33-1707.  REIMBURSEMENT -- DETERMINATION --  CERTIFICATION.  a.  From  the
 10    data  provided  by  the school district, as required by section 33-1706, Idaho
 11    Code, the state department of education shall compute the average of the  num-
 12    ber  of  pupils  enrolling  in  the  course and those completing the same, and
 13    determine for such average number, the per-pupil cost thereof.
 14        The amount due the district from the driver training  fund  in  the  state
 15    treasury  shall  be the total cost of operating the program, or the average of
 16    the number enrolling in the course and those completing the  same,  multiplied
 17    by one hundred ten twenty-five dollars ($11025), whichever is the lesser.
 18        b.  On  or  before the fifteenth day of February, and the thirtieth day of
 19    June, and the fifteenth day of September in each year, the state  superintend-
 20    ent  of  public  instruction  shall  certify to the state controller a list of
 21    school districts having submitted the reports  required  in  section  33-1706,
 22    Idaho  Code,  and the amount of money due to each as computed under the provi-
 23    sions of subsection a. of this section. The state controller  shall  draw  his
 24    warrants  against  the driver training account in the state treasury, in favor
 25    of the several districts entitled thereto, in the amount so  certified.  Annu-
 26    ally, not later than the first day of September in each year, the state super-
 27    intendent  of public instruction shall cause the supervisor of driver training
 28    to prepare a report listing the names of the school districts having submitted
 29    the reports as required in section 33-1706, Idaho Code,  and  the  amounts  of
 30    money paid each as computed under the provisions of subsection a. of this sec-
 31    tion.

                   STATEMENT  OF  PURPOSE

The purpose of this legislation is to amend Idaho Code  33-1707 to
increase the distribution of funds to public schools for their driver
education programs from $110 to $125 per student enrolled in the course. 
Driver licensing fees in the Department of Transportation generate the
funds.  The reimbursement has not increased since 1995.  The increase
helps offset the average fifty-nine percent (59%) overall increase for
the cost of vehicle fuel, oil, maintenance and insurance, and increased
costs for training materials, equipment and teacher salaries. This
reimbursement increase to schools may reduce the growth of student fees
paid by families for driver education, which have increased one hundred
forty-five percent (145%) since 1995.
    
    
    
    
                          FISCAL  IMPACT
None.  Current driver license fees generate enough revenue to cover this
reimbursement increase.
