]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-seventh Legislature Second Regular Session - 2004IN THE SENATE SENATE BILL NO. 1308 BY EDUCATION COMMITTEE 1 AN ACT 2 RELATING TO KINDERGARTEN ATTENDANCE; AMENDING CHAPTER 10, TITLE 33, IDAHO 3 CODE, BY THE ADDITION OF A NEW SECTION 33-1002H, IDAHO CODE, TO PROVIDE 4 FULL-TIME KINDERGARTEN ATTENDANCE FOR SPECIFIC STUDENTS AND PROVIDING FOR 5 INCLUSION IN THE KINDERGARTEN ATTENDANCE FACTOR. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. That Chapter 10, Title 33, Idaho Code, be, and the same is 8 hereby amended by the addition thereto of a NEW SECTION, to be known and des- 9 ignated as Section 33-1002H, Idaho Code, and to read as follows: 10 33-1002H. FULL-TIME KINDERGARTEN ATTENDANCE FACTOR. Each school district, 11 including charter districts, may elect to provide full-time kindergarten 12 attendance for not more than twenty percent (20%) of the district total kin- 13 dergarten enrollment. Students eligible for attendance in the full-time kin- 14 dergarten program shall be determined from results of the Idaho reading indi- 15 cator administered in the fall and beginning with the least prepared, admit up 16 to twenty percent (20%) of the entering class. Any pupil attending full-time 17 kindergarten shall be reported twice on attendance reports for the purposes of 18 determining the kindergarten attendance factor in section 33-1002 6., Idaho 19 Code.
STATEMENT OF PURPOSE RS 13926 To provide full-time kindergarten attendance for specific students and providing for inclusion in the kindergarten attendance factor. FISCAL IMPACT The fiscal impact would be $7,395,000. It is based on the following: there are 435 kindergarten support units generated from statewide attendance reports. Each support unit is valued at $85,000 in general fund distribution. 435 kindergarten support units x .20 = 87 support unit increase. 87 additional support units x $85,000 = $7,395,000.
