]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-seventh Legislature Second Regular Session - 2004IN THE SENATE SENATE BILL NO. 1336 BY COMMERCE AND HUMAN RESOURCES COMMITTEE 1 AN ACT 2 RELATING TO REPORTING OF JOB WAGE RATES; AMENDING CHAPTER 13, TITLE 72, IDAHO 3 CODE, BY THE ADDITION OF A NEW SECTION 72-1337A, IDAHO CODE, TO PROVIDE 4 LEGISLATIVE INTENT, TO PROVIDE FOR REPORTS BY THE DEPARTMENT OF LABOR, TO 5 DEFINE TERMS AND TO PROVIDE FOR AN ADJUSTMENT FOR INFLATION. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. That Chapter 13, Title 72, Idaho Code, be, and the same is 8 hereby amended by the addition thereto of a NEW SECTION, to be known and des- 9 ignated as Section 72-1337A, Idaho Code, and to read as follows: 10 72-1337A. REPORTING OF JOBS BY WAGE. (1) In order to improve the effec- 11 tiveness of economic policy and to further the goal of raising living stan- 12 dards for working families, the legislature finds it necessary to collect and 13 analyze information regarding jobs and wages in the state of Idaho. 14 (2) The department shall annually report to the legislature the number of 15 jobs in Idaho that are classified entry level wage, individual self- 16 sufficiency wage, family self-sufficiency wage or above average job wage. 17 (3) As used in this section: 18 (a) "Entry level wage" means a compensation rate equal to or exceeding 19 the federal minimum wage. 20 (b) "Individual self-sufficiency wage" means a compensation rate equal to 21 or exceeding ten dollars and thirteen cents ($10.13) per hour or equiva- 22 lent. This is the wage necessary for a single worker to attain self- 23 sufficiency. 24 (c) "Family self-sufficiency wage" means a compensation rate equal to or 25 exceeding thirteen dollars and eighty cents ($13.80) per hour or equiva- 26 lent. This is the wage necessary for a worker supporting a family to 27 attain self-sufficiency. 28 (d) "Above average job wage" means a compensation rate equal to or 29 exceeding fifteen dollars and fifty cents ($15.50) per hour or equivalent. 30 At this wage, which is above average, a worker supporting a family should 31 have some discretionary money. 32 (4) The department shall annually adjust the individual self- 33 sufficiency wage rate, the family self-sufficiency wage rate and the above 34 average job wage rate based on the consumer price index as published by the 35 United States department of labor.
STATEMENT OF PURPOSE RS 14063 This bill authorizes the Department of Labor to include compensation rates in reports the department currently receives from Idaho employers. The department is required to assemble that information and report to the Legislature annually the numbers of jobs for each respective wage level defined in the bill. FISCAL IMPACT The department currently administers and receives reports from each Idaho employer. Adding an additional information item would have a negligible cost which should not require an increase in the department s budget.
