  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE STATE CONTROLLER FOR FISCAL YEAR  2005;
  3        AND DECLARING AN EMERGENCY.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
  6    140, Laws of 2004, there is hereby appropriated to the  State  Controller  the
  7    following  amount  to  be expended for the designated program according to the
  8    designated expense classes from the listed fund for the period July  1,  2004,
  9    through June 30, 2005:

 17        SECTION  2.  An  emergency  existing  therefor,  which emergency is hereby
 18    declared to exist, this act shall be in full force and effect on and after its

Statement of Purpose

This is a fiscal year 2005 supplemental appropriation for the State Controller. Last spring, the State Controller sought and received permission from the JFAC co-chairs, the Legislative Services Office and the Division of Financial Management to solicit contributions from state agencies towards the purchase and creation of a statewide data warehouse and business intelligence tool. This tool would provide access to statewide payroll and accounting data in one location through a user-friendly web-based interface. Twenty-three agencies pledged a total of $666,000 towards this project. Since the State Controller’s Office did not have an appropriation for these funds, the office utilized carryover spending authority in its Computer Service Center. However, prior to the legislative session, the State Controller, Legislative Service and Division of Financial Management agreed that a better way to account for this project would be to provide a specific appropriation for the expenditure of the funds. The State Controller’s Office also requested additional spending authority in the amount $14,000 for interest earned on the original $666,000.

This bill authorizes the State Controller to expend $680,000 in one-time dedicated funds for the development of a data warehouse and business intelligence solution.
