  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF WATER RESOURCES FROM  THE
  3        MISCELLANEOUS  REVENUE  FUND FOR FISCAL YEAR 2005; REDUCING THE APPROPRIA-
  4        TION TO THE DEPARTMENT OF WATER RESOURCES FROM THE PETROLEUM PRICE  VIOLA-
  5        TION FUND FOR FISCAL YEAR 2005; AND DECLARING AN EMERGENCY.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
  8    150, Laws of 2004, there is hereby appropriated to  the  Department  of  Water
  9    Resources  the  following  amount  to  be  expended for the designated program
 10    according to the designated expense class from the listed fund for the  period
 11    July 1, 2004, through June 30, 2005:
 12    ENERGY RESOURCES:
 13    FOR:
 14    Personnel Costs                                                        $36,200
 15    FROM:
 16    Miscellaneous Revenue Fund                                             $36,200
                                                                        
 17        SECTION  2.  Notwithstanding  any  other provision of law to the contrary,
 18    the appropriation made in Section 1, Chapter 150, Laws  of  2004,   is  hereby
 19    reduced  by  the  following  amount to be expended from the designated program
 20    according to the designated expense class from the listed fund for the  period
 21    July 1, 2004, through June 30, 2005:

 26    Petroleum Price Violation Fund                                         $36,200
                                                                        
 27        SECTION  3.  An  emergency  existing  therefor,  which emergency is hereby
 28    declared to exist, this act shall be in full force and effect on and after its
 29    passage and approval.

Statement of Purpose

Additional contractual awards from other states and the Northwest Energy Efficiency Alliance allow for Department of Water Resources Staff to redirect Energy Division staff to the new contracts. Industry services contracts of $25,500 include technical assistance and training for cogeneration, power quality, and voltage fluctuation. An $8,200 transmission study will help regional utilities plan for future load and electricity transmission needs along the Idaho-Nevada border. Finally, an additional $2,500 is available to bolster existing residential and commercial energy efficiency programs.

Fiscal Note

This is a fiscal year 2005 supplemental appropriation to the Department of Water Resources for the Energy Resources Program. It increases spending authority in personnel costs from the Miscellaneous Revenue Fund by $36,200 and decreases spending authority in personnel costs from the Petroleum Price Violation Fund by $36,200.
