1 AN ACT
2 RELATING TO REPORTS OF THE IDAHO STATE RACING COMMISSION; AMENDING SECTION
3 54-2505, IDAHO CODE, TO CLARIFY THE CONTENT OF THE REPORT TO BE FILED.
4 Be It Enacted by the Legislature of the State of Idaho:
5 SECTION 1. That Section 54-2505, Idaho Code, be, and the same is hereby
6 amended to read as follows:
7 54-2505. COMMISSION'S ANNUAL REPORT -- PUBLIC RECORD. The commission
8 shall keep detailed records of all meetings and of the business transacted
9 therein, and all licenses applied for and issued, reports of which shall be
10 embodied in an annual report which the commission shall prepare and submit to
11 the governor on or before the thirty-first day of December March of each year.
12 Said annual report shall cover the activities of the commission, including the
13 financial report of the commission and licensees, for the preceding year in
14 addition to the aforementioned.
15 All records of the commission shall be public records, and as such, sub-
16 ject to public inspection.

14 ject to section 54-2508, Idaho Code, and organizations of licensees defined in
15 section 54-2502(3), Idaho Code, for the preceding year in addition to the
16 aforementioned.
17 All records of the commission shall be public records, and as such, sub-
18 ject to public inspection.
STATEMENT OF PURPOSE
RS 14684
The 2002 report of the Idaho Racing Commission was not made
available to the public until early 2004. Untimely reporting of
data from the Commission and the licensees who conduct the racing
meets make it difficult for horsemen and other interested
citizens to obtain up-to-date information about the horse racing
and simulcasting industries in Idaho. This bill would require
that the annual report be made available within three months of
the end of the year (March 31) and that the report include data
that the Commission has the regulatory power to collect.
FISCAL NOTE
There is no fiscal impact to the General Fund.
