BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE STATE BOARD OF EDUCATION AND THE BOARD
3 OF REGENTS OF THE UNIVERSITY OF IDAHO FOR THE UNIVERSITY OF IDAHO AND
4 IDAHO STATE UNIVERSITY FOR FISCAL YEAR 2005; AND DECLARING AN EMERGENCY.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. In addition to the appropriation made in Section 1, Chapter
7 363, Laws of 2004, there is hereby appropriated to the State Board of Educa-
8 tion and the Board of Regents of the University of Idaho the following amounts
9 for the University of Idaho and Idaho State University to support the costs of
10 occupying new general education facilities for the period July 1, 2004,
11 through June 30, 2005:

16 SECTION 2. An emergency existing therefor, which emergency is hereby
17 declared to exist, this act shall be in full force and effect on and after its
18 passage and approval.

This bill is an FY 2005 Supplemental Appropriation for occupancy costs for two new higher education facilities. The bill provides $378,900 for the new Stephens Performing Arts Center at ISU and $169,200 for the University of Idaho’s share of the space in the UI Water Center.

| Fiscal Note |
Occupancy costs include basic maintenance, utilities, custodial and security costs and are calculated on a per square foot basis used for general education purposes. The costs for the ISU Performing Arts Center were calculated on the approximate square footage that will be used for general education purposes only. The Grand Concert Hall and two smaller theatres (which represent about 20% of the total square footage) are not included in the occupancy costs in this bill. The $378,900 in this bill covers FY 2005, and an additional $378,900 will be considered for FY 2006 to provide full year costs. The $169,200 included for the UI Water Center will cover the square footage occupied by the University of Idaho, about 29% of the total square footage in that facility. There is also an additional request for FY 2006 of approximately $210,000 to cover the full year costs.
