  1                                        AN ACT
  2    RELATING TO THE STATE CONTROLLER AND THE STATE BOARD OF EDUCATION,  THE  BOARD
  3        OF  REGENTS  OF  THE  UNIVERSITY OF IDAHO AND THE SUPERINTENDENT OF PUBLIC
  4        INSTRUCTION; AMENDING CHAPTER 10, TITLE 67, IDAHO CODE, BY THE ADDITION OF
  5        A NEW SECTION 67-1001D, IDAHO CODE, TO  PROVIDE  RESPONSIBILITIES  OF  THE
  6        STATE  BOARD OF EDUCATION, THE BOARD OF REGENTS OF THE UNIVERSITY OF IDAHO
  7        AND THE SUPERINTENDENT OF PUBLIC INSTRUCTION REGARDING  CERTAIN  FINANCIAL
  8        STATEMENTS.
                                                                        
  9    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
 10        SECTION  1.  That  Chapter  10,  Title 67, Idaho Code, be, and the same is
 11    hereby amended by the addition thereto of a NEW SECTION, to be known and  des-
 12    ignated as Section 67-1001D, Idaho Code, and to read as follows:
                                                                        
 13        67-1001D.  DUTIES OF THE STATE BOARD OF EDUCATION, THE BOARD OF REGENTS OF
 14    THE UNIVERSITY OF IDAHO AND THE SUPERINTENDENT OF PUBLIC INSTRUCTION. When the
 15    state  board of education, the board of regents of the university of Idaho and
 16    the superintendent of public instruction  submit and  attest  their  financial
 17    statements  to  the  state  controller so that the state controller can comply
 18    with subsection (2) of section 67-1001, Idaho Code, to deliver to the governor
 19    and the legislative services office on or before the first day of  January,  a
 20    financial  statement which complies with generally accepted accounting princi-
 21    ples, of the funds of the state, its revenues, and of the public  expenditures
 22    during  the  preceding fiscal year, the state board of education, the board of
 23    regents of the university of Idaho and the superintendent of  public  instruc-
 24    tion  shall  cause  their respective statements to be placed on their official
 25    websites. For purposes of this section, the superintendent of public  instruc-
 26    tion shall be deemed the department of education.

Statement of Purpose / Fiscal Impact

                       STATEMENT OF PURPOSE

                             RS 15045

The bill requires the State Board of Education, the Board of
Regents of the University of Idaho, and the Superintendent of
Public Instruction to publish their attested financial statements
on their official internet website.  This is to provide for the
accuracy of the financial information submitted to the state
controller and to assure that the effectiveness of the underlying
internal control structure is transparent to the public.

There is no fiscal impact to the general fund.
