APPROPRIATIONS - SPECIAL PROGRAMS - STATE BOARD OF EDUCATION - Appropriates
$10,199,000 to the State Board of Education and the Board of Regents of the
University of Idaho for Special Programs, including the Forest Utilization
Research Program, Idaho Geological Survey Program, Scholarships and Grants
Program, Idaho Museum of Natural History, Idaho Small Business Development
Centers, and the Idaho Council on Economic Education for fiscal year 2006;
limits the number of full-time equivalent positions to 24.8; and provides
legislative intent regarding moneys appropriated for Category B of the

  1                                        AN ACT
  2    APPROPRIATING MONEYS FOR SPECIAL PROGRAMS FOR FISCAL YEAR 2006;  LIMITING  THE
  3        NUMBER OF FULL-TIME EQUIVALENT POSITIONS; AND PROVIDING LEGISLATIVE INTENT
  4        REGARDING  MONEYS  APPROPRIATED  FOR CATEGORY B OF THE IDAHO ROBERT R. LEE
  5        PROMISE SCHOLARSHIP PROGRAM.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION 1.  There is hereby appropriated to the Board of  Regents  of  the
  8    University  of Idaho and the State Board of Education for Special Programs the
  9    following amounts to be expended for the designated programs according to  the
 10    designated  expense classes from the listed funds for the period July 1, 2005,
 11    through June 30, 2006:

 41        SECTION 2.  In accordance with  Section  67-3519,  Idaho  Code,  there  is
 42    hereby authorized no more than twenty-four and eighty-hundredths (24.80) full-

  1    time equivalent positions at any point during the period July 1, 2005, through
  2    June  30,  2006, for the Forest Utilization Research Program, Idaho Geological
  3    Survey Program and the Idaho Museum of Natural History as specified in Section
  4    1 of this act, unless specifically  authorized  by  the  Governor.  The  Joint
  5    Finance-Appropriations  Committee  will  be notified promptly of any increased
  6    positions so authorized.
                                                                        
  7        SECTION 3.  It is the intent of the Legislature that the moneys  appropri-
  8    ated for Category B of the Idaho Robert R. Lee Promise Scholarship Program may
  9    only  be  used  for qualifying Category B students who entered a postsecondary
 10    institution for the first time for the 2001-2002 academic year  or  subsequent
 11    academic  years after completion of high school or its equivalent, pursuant to
 12    Sections 33-4303 through 33-4313, Idaho Code.

This is the fiscal year 2006 appropriation for Special Programs under the Office of the State Board of Education in the amount of $10,199,000. This bill contains the budgets for the following seven programs: Forest Utilization Research, Idaho Geological Survey, Scholarships & Grants, Museum of Natural History, Small Business Development Center, TechHelp, and the Council for Economic Education.
