  1                                        AN ACT
  2    APPROPRIATING MONEYS FOR THE IDAHO EDUCATIONAL PUBLIC BROADCASTING SYSTEM  FOR
  3        FISCAL  YEAR  2006; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS;
  4        AND EXPRESSING LEGISLATIVE INTENT WITH REGARD TO STATE MATCH.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  There is hereby appropriated to the State Board  of  Education
  7    for  the Idaho Educational Public Broadcasting System the following amounts to
  8    be expended according to the designated expense classes from the listed  funds
  9    for the period July 1, 2005, through June 30, 2006:

 20        SECTION 2.  In accordance with Section 67-3519, Idaho Code, the Idaho Edu-
 21    cational  Public  Broadcasting  System is authorized no more than thirty-three
 22    (33) full-time equivalent positions to be funded by the appropriation in  Sec-
 23    tion  1 of this act, at any point during the period July 1, 2005, through June
 24    30, 2006, unless specifically authorized by the Governor. The  Joint  Finance-
 25    Appropriations  Committee will be notified promptly of any increased positions
 26    so authorized.
                                                                        
 27        SECTION 3.  Of the moneys appropriated in Section 1 of this act,  $496,700
 28    shall  be used solely and only to match funds from nonstate sources to replace
 29    old television studio equipment. The state match so provided shall not  exceed
 30    fifty  percent  (50%).  Any  unspent and unencumbered state funds remaining on
 31    June 30, 2006, shall be deposited in the General Fund.

The Fiscal Year 2006 appropriation for Idaho Public Television includes $22,800 for the increased cost of employee health insurance. Nonstandard Adjustments include increases in leased office space and transmitter sites, and reductions in Attorney General fees, risk management fees, State Controller fees, and State Treasurer fees.

Replacement Items include $9,600 in General Fund money for a new phone system and the lease of a passenger van. Also included is $521,400 from the Economic Recovery Reserve Fund to replace one pickup truck, one snowmobile, and 50% of the cost of upgrading aging studio equipment at the main Boise broadcast studio. The appropriation also includes language in Section 3 that requires that the $496,700 provided for studio equipment can only be used to match grants from non-state sources, and that the state share of the match may not exceed 50%. Any funds not used for such matches by the end of FY 2006 must be deposited in the General Fund.
