BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING MONEYS FOR THE STATE LIBRARY BOARD FOR FISCAL YEAR 2006; AND
3 LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS.
4 Be It Enacted by the Legislature of the State of Idaho:
5 SECTION 1. There is hereby appropriated to the State Board of Education
6 for the State Library Board the following amounts to be expended according to
7 the designated expense classes from the listed funds for the period July 1,
8 2005, through June 30, 2006:

22 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Idaho
23 State Library is authorized no more than forty-one (41) full-time equivalent
24 positions at any point during the period July 1, 2005, through June 30, 2006,
25 for the program specified in Section 1 of this act, unless specifically autho-
26 rized by the Governor. The Joint Finance-Appropriations Committee will be
27 notified promptly of any increased positions so authorized.

The Fiscal Year 2006 appropriation for the State Library includes funding for the increased cost of employee health insurance. Nonstandard Adjustments include a reduction in State Controller fees and increases in Attorney General fees, risk management fees, and building services space charges. Nonstandard Adjustments also include an increase in federal funds spending authority, and a transfer of $24,500 from ongoing operating expenditures to ongoing capital outlay, to pay for the annual cost of books and periodicals.
The one enhancement covers the additional office space charges that the State Library will assume when it occupies space in the State Library building that the Historical Society will vacate by October 2005. This will enable the State Library to move materials from an off-site storage building into its own building, obviating the frequent need for staff to drive to the storage building to retrieve materials.
