]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature First Regular Session - 2005IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 390 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF SELF-GOVERNING AGENCIES 3 FOR THE REGULATORY BOARDS FOR FISCAL YEAR 2006; AND AUTHORIZING ADDITIONAL 4 FULL-TIME EQUIVALENT POSITIONS. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. In addition to the appropriation made in Section 3, House Bill 7 No. 359, as enacted by the First Regular Session of the Fifty-eighth Idaho 8 Legislature, there is hereby appropriated to the Department of Self-Governing 9 Agencies for the Regulatory Boards the following amounts to be expended for 10 the designated program according to the designated expense classes from the 11 listed fund for the period July 1, 2005, through June 30, 2006: 12 I. BUREAU OF OCCUPATIONAL LICENSES: 13 FOR: 14 Personnel Costs $373,100 15 Operating Expenditures 350,300 16 Capital Outlay 55,000 17 TOTAL $778,400 18 FROM: 19 State Regulatory Fund $778,400 20 SECTION 2. In addition to the full-time equivalent positions authorized 21 in Section 4, House Bill No. 359, as enacted by the First Regular Session of 22 the Fifty-eighth Idaho Legislature, the Bureau of Occupational Licenses is 23 hereby authorized an additional seven (7) full-time equivalent positions for 24 the period July 1, 2005, through June 30, 2006.

This is a FY 2006 trailer Appropriation for the Bureau of Occupational Licenses within the Regulatory Boards in the Department of Self-Governing Agencies. This bill is in the amount of $778,400 in dedicated fund spending authority and also authorizes seven (7.0) FTP. The bill provides additional resources to the Bureau of Occupational Licenses to implement the provisions of three different bills approved by the legislature this session. These bills include House Bill 163 (establishing the Idaho Contractors Licensing Board), House Bill 122a (establishing the Liquefied Petroleum Gas Safety Board), and House Bill 247a (establishing the Speech and Hearing Services Licensure Board).

This bill provides $788,400 in dedicated fund spending authority and seven (7.0) FTP for the Bureau of Occupational Licenses within the Regulatory Boards in the Department of Self-Governing Agencies. The spending authority is allocated in the following manner: $373,100 in personnel costs (including salary and benefits); $350,300 for operating expenditures; and $55,000 in one-time capital outlay. Revenue to support this spending authority will come from license and registration fees authorized by House Bill No. 163 (establishing the Contractors Licensing Board), House Bill No. 122a (establishing the Liquefied Petroleum Gas Safety Board) and House Bill No. 247a (establishing the Speech and Hearing Services Licensure Board).
