]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature First Regular Session - 2005IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 6 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE CONCERNING THE PROGRAM OF AMERICA'S PROM- 3 ISE, DESIGNATING THE IDAHO LEGISLATURE TO BE A LEGISLATURE OF PROMISE AND 4 ENCOURAGING LEGISLATORS TO SUPPORT COMMUNITIES OF PROMISE TO DELIVER THE 5 FIVE BASIC PROMISES TO IDAHO'S YOUTH. 6 Be It Resolved by the Legislature of the State of Idaho: 7 WHEREAS, the Presidents' Summit for America's Future in 1997 challenged 8 the nation to make children and youth a national priority by providing oppor- 9 tunities for their success through the fulfillment of fundamental promises; 10 and 11 WHEREAS, America's Promise was drafted to include Five Basic Promises for 12 youth: 13 Ongoing relationships with caring adults; 14 Safe places with structured activities during non-school hours; 15 Healthy start and future; 16 Marketable skills through effective education; 17 Opportunities to give back through community service; and 18 WHEREAS, Idaho became a State of Promise in 1998, and Governor Dirk 19 Kempthorne, on behalf of the people of the state of Idaho, received the inau- 20 gural "Promise of America Award" from former President George H. W. Bush in 21 October, 2003; and 22 WHEREAS, a statewide network of organizations and individuals has estab- 23 lished thirteen Communities of Promise throughout the state intent on deliver- 24 ing the Five Basic Promises to the youth of their communities; and 25 WHEREAS, Communities of Promise are dependent upon leaders in the commu- 26 nity to implement programs designed to deliver the Five Basic Promises 27 locally; and 28 WHEREAS, it is appropriate that citizens look to their elected officials 29 for support of programs that ensure the success of youth. 30 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 31 of the Fifty-eighth Idaho Legislature, the House of Representatives and the 32 Senate concurring therein, that the Legislature of the State of Idaho be 33 declared a "Legislature of Promise"; and 34 BE IT FURTHER RESOLVED that legislators support and encourage existing 35 programs and promote development of new Communities of Promise within their 36 districts for providing programs designed to deliver the Five Basic Promises 37 to the youth in each community in Idaho.
STATEMENT OF PURPOSE RS 14740C1 This resolution proposes support by the Idaho Legislature of the five basic promises included in both America's and Idaho's promise to children and youth; encourages expansion of Communities of Promise in the state; and declares the Legislature of the State of Idaho as a "Legislature of Promise". FISCAL NOTE There is no cost to the general fund; however, implementation of youth programs in local communities could result in future savings of state expenditures.
