]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature First Regular Session - 2005IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 15 BY REVENUE AND TAXATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE CONCERNING THE HEALTHY WELL-BEING OF 3 IDAHOANS, AND ENCOURAGING GREATER PUBLIC AWARENESS OF THE HEALTH PROBLEMS 4 ASSOCIATED WITH OBESITY AND THE BENEFITS OF REGULAR EXERCISE AND SOUND 5 NUTRITION IN ENSURING WELLNESS AND LONGEVITY. 6 Be It Resolved by the Legislature of the State of Idaho: 7 WHEREAS, nearly 119 million American adults, 65 percent of the population, 8 are currently overweight or obese; and 9 WHEREAS, the direct and indirect costs of obesity in America are more than 10 $117 billion per year; and 11 WHEREAS, according to the American Academy of Child and Adolescent Psychi- 12 atry (AACAP), the incidence of childhood obesity in the United States has 13 grown rapidly in recent years; and 14 WHEREAS, obesity due to poor diet and lack of exercise is responsible for 15 over 300,000 deaths each year; and 16 WHEREAS, according to the Trust for America's Health, Idaho has the 29th 17 highest level of adult obesity in the nation at 21.8 percent, the 29th highest 18 overweight levels for high school students at 7.4 percent, and the 28th high- 19 est overweight levels for low-income children ages 2 through 5 at 11.6 per- 20 cent; and 21 WHEREAS, state and federal governments have a leadership role to play in 22 fighting the obesity epidemic through public education, improved awareness, 23 and by setting a positive example. 24 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 25 of the Fifty-eighth Idaho Legislature, the House of Representatives and the 26 Senate concurring therein, that the Legislature of the State of Idaho 27 encourage and support proactive efforts to inform Idahoans about the long-term 28 health benefits of good nutrition and regular exercise. 29 BE IT FURTHER RESOLVED that legislators support and encourage innovative 30 awareness efforts like Regence BlueShield of Idaho's "Legislators on the Move" 31 program that promote personal responsibility for good health and exercise. 32 BE IT FURTHER RESOLVED that the Idaho Legislature supports public and pri- 33 vate initiatives to help all Idahoans attain wellness through sound nutrition 34 and regular exercise.
STATEMENT OF PURPOSE RS14896 Obesity is an increasing worldwide health concern. In the United States alone nearly 119 million American adults, 65 percent of the population, are currently overweight or obese and the costs of obesity are more than $177 billion per year. Idaho has the 29th highest level of adult obesity and overweight levels for high school students, and the 28th highest overweight levels for low-income children. Regence BlueShield of Idaho's "Legislators on the Move" program is designed to create public awareness of the importance of regular exercise to long-term health benefits, and to promote personal responsibility by setting a positive example.
