]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature First Regular Session - 2005IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 19 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE CONCERNING THE TEACHER MENTORING PROGRAM 3 AND COMMENDING TO THE STATE BOARD OF EDUCATION A TEST PROGRAM MODELING 4 TEACHER MENTORING AND ENCOURAGING PARTICIPATION AND COOPERATION FROM THE 5 STATE DEPARTMENT OF EDUCATION, SCHOOL DISTRICT TRUSTEES AND SUPERINTEND- 6 ENTS IN LOCAL SCHOOL DISTRICTS, AND TEACHERS IN THE SCHOOLS. 7 Be It Resolved by the Legislature of the State of Idaho: 8 WHEREAS, specific school districts developed mentoring programs over the 9 course of past years to promote teacher development and improvement; and 10 WHEREAS, the Legislature recognized the potential of mentoring programs 11 and adopted a statute mandating a mentoring program according to State Depart- 12 ment of Education guidelines to foster teacher professional development and 13 increase student achievement; and 14 WHEREAS, initially, the mentoring program was approved with state funding 15 to support the mandate, but since 2003 there has been no state funding and 16 there is no projected future funding; and 17 WHEREAS, some school districts, faced with critical funding decisions, 18 have struggled to provide quality mentoring programs, and consequently have 19 faced legal challenges from staff confronted with termination; and 20 WHEREAS, a well designed and reasonably funded mentoring program for 21 teacher training can lead to improved student performance through professional 22 development for teachers. 23 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 24 of the Fifty-eighth Idaho Legislature, the House of Representatives and the 25 Senate concurring therein, that the Legislature commends to the State Board of 26 Education that the Board adopt a course of action to support models to pilot 27 and test a mentoring program that is effective and cost efficient. The task 28 force model project should be implemented over the next two years to identify 29 strategies that work for teacher development and determine how teacher devel- 30 opment improves and increases student achievement levels. The task force 31 should closely monitor the pilot programs, reporting to the House of Represen- 32 tatives Education Committee and the Senate Education Committee on progress, 33 and presenting a final report with recommendations at the conclusion of the 34 pilot program. The final report should include recommendations for a statewide 35 teacher support program, funding requirements, necessary procedures and admin- 36 istrative rules. The Legislature further encourages participation and coopera- 37 tion from the State Department of Education, school trustees and superintend- 38 ents in local school districts, and teachers in the schools.
STATEMENT OF PURPOSE RS 15087 The purpose of this resolution is to recognize the work of the mentoring task force created by the State Board of Education, and to use the findings of the initial work of this task force to develop and implement mentoring pilot projects funded with existing federal funds. The resolution calls for the State Board of Education's task force to remain in place for another two years to monitor the projects, collect data, analyze progress, report interim project results to the legislature in one year, and bring programmatic and funding recommendations to the House and Senate germane Education Committees at the end of year two.
