PONDEROSA STATE PARK - Stating findings of the Legislature and authorizing
the Idaho Parks and Recreation Board and the Office of the Governor to
utilize up to one hundred thousand dollars of existing appropriations from
the Idaho Department of Parks and Recreation and/or the Office of the
Governor for various fact-finding, planning and reporting activities with
regard to Ponderosa State Park.

HOUSE CONCURRENT RESOLUTION NO. 27
BY APPROPRIATIONS COMMITTEE
1 A CONCURRENT RESOLUTION
2 AUTHORIZING THE IDAHO PARKS AND RECREATION BOARD AND THE OFFICE OF THE GOVER-
3 NOR TO PROCEED WITH CERTAIN FACT-FINDING, PLANNING AND REPORTING STEPS
4 WITH REGARD TO PONDEROSA STATE PARK.
5 Be It Resolved by the Legislature of the State of Idaho:
6 WHEREAS, the state of Idaho has already invested considerable resources in
7 the acquisition and development of the Lakeview property to expand recre-
8 ational opportunities in Ponderosa State Park; and
9 WHEREAS, the Idaho Department of Parks and Recreation has been encouraged
10 to develop self-supporting entrepreneurial approaches to park operations on a
11 smaller scale through the rental of camper cabins and yurts, and small retail
12 and marina operations in our park system; and
13 WHEREAS, the construction and operation of a guest lodge represents a sig-
14 nificant new direction in our park system; and
15 WHEREAS, the proposed new amenities for the park which, in addition to the
16 guest lodge, include the development of smaller rustic cabins, new waterfront
17 access for the public, expanded parking, improvements to the former church
18 camp at Kokanee Cove, extended day use and visitor services, a redesigned park
19 entrance, expanded group campsites, and possible learning center opportunities
20 with the University of Idaho; and
21 WHEREAS, the Ponderosa General Development Plan, created through extensive
22 public involvement in 1994, has not been updated to evaluate the overall
23 impacts of the major new amenities proposed for Ponderosa State Park, nor has
24 the Legislature been afforded adequate time to review this major improvement
25 project.
26 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
27 of the Fifty-eighth Idaho Legislature, the House of Representatives and the
28 Senate concurring therein, that the Legislature hereby authorizes the Idaho
29 Parks and Recreation Board and the Office of the Governor to utilize up to one
30 hundred thousand dollars ($100,000) of existing appropriations from the Idaho
31 Department of Parks and Recreation and/or the Office of the Governor for vari-
32 ous fact-finding, planning and reporting activities.
33 BE IT FURTHER RESOLVED, that the executive branch is encouraged to seek
34 private donations to assist in the planning and reporting activities.
35 BE IT FURTHER RESOLVED, that such activities shall include the solicita-
36 tion of public input, analysis of alternative plans, development of a business
37 plan in regard to the operation of the guest lodge and cabins, evaluation of
38 traffic and overall public impacts as they relate to the current classifica-
39 tion of the park as a natural park.
40 BE IT FURTHER RESOLVED, that passage of this resolution in no way consti-
41 tutes approval of the project, and that the Idaho Department of Parks and Rec-
42 reation shall report its findings and proposals to the Joint Finance-
43 Appropriations Committee at their fall interim meeting and the findings and
44 proposals shall be formally presented to the Legislature as part of the budget

1 request for fiscal years 2006 and 2007, and further, will clearly outline the
2 costs, impacts and timetables which will allow the Governor and the Legisla-
3 ture the time and information to make the best decision for the future of
4 Ponderosa State Park.

This Concurrent Resolution directs the Idaho Department of Parks and Recreation to proceed with additional feasibility studies, fact finding, and public input with regard to the development of major new amenities at Pondersosa Park. The most recent general development plan for Ponderosa State Park was completed in 1994. Because of the size and scope of the development proposal for Ponderosa Park, which includes a 30-room guest lodge, development of other smaller guest cabins, new walking paths and public access to the lake, improvements to the former church camp area at Kokanee Cove, expanded parking, extended day-use and visitor services, a redesigned park entrance, expanded group campsites, and possible collaborative services with the UI facilities there, this resolution is required simply to provide the Legislature and the public the additional time and information necessary to make the best decision for Ponderosa Park.

The Idaho Parks and Recreation Department and the Office of the Governor are authorized to utilize up to $100,000 of existing appropriations to develop the business plan, public input and analysis required in this resolution.
