  2    TO THE PRESIDENT OF THE UNITED STATES,  TO  THE  UNITED  STATES  SECRETARY  OF
  3        ENERGY, TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN
  4        CONGRESS  ASSEMBLED,  AND TO THE CONGRESSIONAL DELEGATION REPRESENTING THE
  5        STATE OF IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  6        We, your Memorialists, the House of Representatives and the Senate of  the
  7    State  of  Idaho  assembled  in  the First Regular Session of the Fifty-eighth
  8    Idaho Legislature, do hereby respectfully represent that:
                                                                        
  9        WHEREAS, at the direction of the United  States  Government,  through  its
 10    Department  of  Energy,  a new national laboratory "Idaho National Laboratory"
 11    was, on February 1, 2005, formed from the former Argonne National  Laboratory-
 12    West and Idaho National Engineering and Environmental Laboratory; and
 13        WHEREAS,  the  United  States Department of Energy's stated vision for the
 14    new Idaho National Laboratory is to: enhance the Nation's energy  security  by
 15    becoming  the  preeminent, internationally recognized nuclear energy research,
 16    development and demonstration laboratory within ten years; establish itself as
 17    a major center for national security technology development and demonstration;
 18    be a multiprogram, national laboratory with world-class nuclear  capabilities;
 19    and    foster   new   academic,   industry,   government   and   international
 20    collaborations  to  produce the investment, programs and expertise that assure
 21    this vision is realized; and
 22        WHEREAS, the Idaho National Laboratory is considered an essential  partner
 23    alongside  Idaho state government, Idaho's universities and industry in carry-
 24    ing out the state's Science and Technology  Strategic  Plan  and  building  on
 25    Idaho's key industry strengths in energy and power, imaging, new materials and
 26    nanotechnology, and ag/biotechnology; and
 27        WHEREAS,  the  state  of  Idaho  has  for  fifty-six  years  willingly and
 28    dutifully hosted Department of Energy, Energy Research and Development  Admin-
 29    istration  and  Atomic  Energy  Commission  operations  at  the  current Idaho
 30    National Laboratory site; and
 31        WHEREAS, both the federal government and the state of Idaho have  signifi-
 32    cant financial interests in seeing operations at the Idaho National Laboratory
 33    succeed.
 34        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 35    of  the  Fifty-eighth  Idaho Legislature, the House of Representatives and the
 36    Senate concurring therein, that we herewith respectfully petition  the  Presi-
 37    dent and Congress to pledge continued support and provide sufficient long-term
 38    funding  to assure execution of the federal government's stated, public record
 39    vision for the Idaho National Laboratory, allowing this great  institution  to
 40    advance,  as  it is uniquely able to, our collective interests in strengthened
 41    energy, national and economic security for these United States.
 42        BE IT FURTHER RESOLVED, that the Chief Clerk of the House  of  Representa-
 43    tives  be, and she is hereby authorized and directed to forward a copy of this
 44    Memorial to the President of the United States, the Secretary of Energy of the

  1    United States, the President of the Senate and the Speaker  of  the  House  of
  2    Representatives of Congress, and the congressional delegation representing the
  3    State of Idaho in the Congress of the United States.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE

                             RS 15111

The purpose of this memorial is to support the new national
laboratory, "Idaho National Laboratory." The U.S. Department of
Energy has stated a new vision for the new laboratory. This
memorial asks the President of the United States, the Secretary
of Energy, the Congress, and the Idaho Congressional Delegation
to pledge continued support, and to let them know Idaho is ready
to assume energy leadership for the nation through our new
national laboratory.


                           FISCAL NOTE

There is no known fiscal impact to the general fund.
