14 IDAHO CODE, TO PROVIDE FOR A POSTHUMOUS AWARD OF THE IDAHO LAW ENFORCE-
15 MENT, FIREFIGHTING AND EMERGENCY MEDICAL TECHNICIAN MEDAL OF HONOR; AND
16 AMENDING SECTION 67-8805, IDAHO CODE, TO PROVIDE FOR THE DESIGN AND COST
17 OF THE IDAHO LAW ENFORCEMENT, FIREFIGHTING AND EMERGENCY MEDICAL TECHNI-
18 CIAN MEDAL OF HONOR.
19 Be It Enacted by the Legislature of the State of Idaho:
20 SECTION 1. That the Heading for Chapter 88, Title 67, Idaho Code, be,
21 and the same is hereby amended to read as follows:
22 CHAPTER 88
23 IDAHO LAW ENFORCEMENT, AND FIREFIGHTING
24 AND EMERGENCY MEDICAL TECHNICIAN MEDAL OF HONOR
25 SECTION 2. That Section 67-8801, Idaho Code, be, and the same is hereby
26 amended to read as follows:
27 67-8801. IDAHO LAW ENFORCEMENT, AND FIREFIGHTING AND EMERGENCY MEDICAL
28 TECHNICIAN MEDAL OF HONOR ESTABLISHED. There is hereby established a decora-
29 tion of the Idaho law enforcement, and firefighting and emergency medical
30 technician medal of honor with accompanying ribbons and appurtenances for
31 award by the governor in the name of the state to any law enforcement officer,
32 or firefighter or emergency medical technician who has been killed or seri-
33 ously injured in the performance of duty, or who has been distinguished by
34 exceptionally meritorious conduct, upon nomination of the Idaho law enforce-
35 ment, and firefighting and emergency medical technician medal of honor commis-
36 sion.
37 SECTION 3. That Section 67-8802, Idaho Code, be, and the same is hereby
38 amended to read as follows:
39 67-8802. IDAHO LAW ENFORCEMENT, AND FIREFIGHTING AND EMERGENCY MEDICAL

1 TECHNICIAN MEDAL OF HONOR COMMISSION CREATED -- MEMBERSHIP -- ESTABLISHMENT OF
2 QUALIFICATIONS FOR AWARD. (1) There is hereby created in the office of the
3 governor the Idaho law enforcement, and firefighting and emergency medical
4 technician medal of honor commission, hereafter referred to as the commission,
5 which shall nominate candidates for the award of the Idaho law enforcement,
6 and firefighting and emergency medical technician medal of honor. The commis-
7 sion shall consist of one (1) representative from each of the following: the
8 office of the governor, the office of the attorney general, the Idaho prose-
9 cuting attorneys association, the Idaho chiefs of police association, the
10 Idaho fire chiefs association, the Idaho sheriffs' association, the Idaho
11 peace officers association, the EMS bureau of the department of health and
12 welfare and the peace officers standards and training council. Members of the
13 commission shall be appointed by the governor and shall each serve for a term
14 of four (4) years.
15 (2) The attorney general or his designee shall serve as chair of the com-
16 mission and shall designate a secretary for the commission.
17 (3) The commission shall meet annually, or at the call of the chair, to
18 consider candidates for nomination. Commission meetings may be conducted via
19 teleconference.
20 (4) The commission shall adopt rules establishing the qualifications for
21 the Idaho law enforcement, and firefighting and emergency medical technician
22 medal of honor and the protocol governing the decoration, and other rules nec-
23 essary to carry out the purposes of this chapter.
24 SECTION 4. That Section 67-8803, Idaho Code, be, and the same is hereby
25 amended to read as follows:
26 67-8803. WHEN AND BY WHOM AWARDED. The Idaho law enforcement, and fire-
27 fighting and emergency medical technician medal of honor shall be awarded by
28 the governor to the recipients during the national law enforcement recognition
29 week. The governor may delegate the awarding of the medal to the lieutenant
30 governor or the attorney general.
31 SECTION 5. That Section 67-8804, Idaho Code, be, and the same is hereby
32 amended to read as follows:
33 67-8804. POSTHUMOUS AWARD. The Idaho law enforcement, and firefighting
34 and emergency medical technician medal of honor may be awarded posthumously by
35 presentation to a representative of the deceased as may be deemed appropriate
36 by the governor or the designees specified in section 67-8803, Idaho Code.
37 SECTION 6. That Section 67-8805, Idaho Code, be, and the same is hereby
38 amended to read as follows:
39 67-8805. DESIGN AND COST. The decoration of the Idaho law enforcement,
40 and firefighting and emergency medical technician medal of honor shall be cast
41 in bronze or other metal. The design of the medal shall incorporate the great
42 seal of the state of Idaho with other insignia as deemed appropriate by the
43 law enforcement, and firefighting and emergency medical technician medal of
44 honor commission. The reverse of the decoration shall be inscribed with the
45 words: "For exceptionally honorable and meritorious conduct in performing ser-
46 vices as a law enforcement officer, or firefighter or emergency medical tech-
47 nician." The cost of the medal shall be paid by the agency whose officer, or
48 firefighter or emergency medical technician receives the medal. The family of
49 a recipient may request a second medal and may receive such medal upon payment

1 to the commission of the cost of the medal.
STATEMENT OF PURPOSE
RS 14756
Adoption of this bill would amend Idaho statute chapter 88,
section 67-8801 to entitle Emergency Medical Technicians(EMTs)to
receive the same medal of honor awarded by the governor available
to firefighters and Idaho Law Enforcement. This action
recognizes the services EMTs provide to our communities and
acknowledges the life-threatening risks taken to fulfill these
services.
