1 AN ACT
2 APPROPRIATING MONEYS FOR THE IDAHO SCHOOL FOR THE DEAF AND THE BLIND FOR FIS-
3 CAL YEAR 2006; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS;
4 AUTHORIZING FUND DEPOSITS; AND EXPRESSING LEGISLATIVE INTENT WITH REGARD
5 TO DECLINING ENROLLMENTS.
6 Be It Enacted by the Legislature of the State of Idaho:
7 SECTION 1. There is hereby appropriated to the State Board of Education
8 for the Idaho School for the Deaf and the Blind the following amounts to be
9 expended for the designated programs according to the designated expense clas-
10 ses from the listed funds for the period July 1, 2005, through June 30, 2006:

26 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Idaho
27 School for the Deaf and the Blind is authorized no more than one hundred
28 twenty-one and fifty-two hundredths (121.52) full-time equivalent positions at
29 any point during the period July 1, 2005, through June 30, 2006, unless spe-
30 cifically authorized by the Governor. The Joint Finance-Appropriations Commit-
31 tee will be notified promptly of any increased positions so authorized.
32 SECTION 3. The Idaho School for the Deaf and the Blind may deposit any
33 funds appropriated by Section 1, Chapter 288, Laws of 2004, in a contingency
34 reserve fund created pursuant to Section 33-3409, Idaho Code.
35 SECTION 4. In recognition of declining enrollments, it is legislative
36 intent that the State Board of Education examine enrollment trends and
37 staffing levels at the Idaho School for the Deaf and the Blind campus in Good-
38 ing, and that any savings generated through a restructuring of staff services
39 be redirected to addressing needs in the areas of salary equity and outreach

The appropriation for the Idaho School for the Deaf and the Blind includes $105,700 for the increased cost of employee health insurance. Nonstandard Adjustments include increases in Attorney General fees, risk management fees, State Treasurer fees, and outreach office lease costs, and a reduction in State Controller fees. This appropriation also reflects the General Fund picking up costs previously carried by revenue from the Charitable Endowment Fund, since this particular endowment’s Earnings Reserve Fund is currently in a negative cash position. This General Fund cost has been offset by increasing the distribution from several of the healthier pooled endowments, resulting in no net cost to the General Fund in FY 2006.
The appropriation bill also breaks out this budget into two programs – Campus Operations and Outreach Services – to better identify which costs are associated with which educational model.
