  1                                        AN ACT
  2    APPROPRIATING MONEYS FOR THE AGRICULTURAL RESEARCH AND  COOPERATIVE  EXTENSION
  3        SERVICE PROGRAM FOR FISCAL YEAR 2006.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  There  is  hereby appropriated to the Board of Regents of the
  6    University of Idaho for the Agricultural Research  and  Cooperative  Extension
  7    Service  Program  the  following  amounts from the listed funds for the period
  8    July 1, 2005, through June 30, 2006:

 12    Miscellaneous Revenue Fund (Uncontrolled)                              181,900

Statement of Purpose

This is the FY 2006 appropriation for the Agricultural Research & Cooperative Extension Service in the amount of $29,911,400. Of that amount $24,993,900 is from the General Fund, $136,100 is from the Equine Education Fund, $181,900 is from miscellaneous revenues, and $4,599,500 is from federal funds. ARES is overseen by the Board of Regents of the University of Idaho also known as the State Board of Education. It performs two of the three land grant missions of the University of Idaho College of Agriculture: research and extension. The education mission is funded by the appropriation to the 4-year college and universities.

Note: The appropriation is provided as lump-sum. That is, moneys may be expended for personnel costs, operating expenditures, or capital outlay as deemed necessary by the Board of Regents. Also, there is no full-time equivalent position cap. The Board of Regents may add permanent positions or contract positions as they see fit. Furthermore, $181,900 of the dedicated funds is from miscellaneous revenues that are not controlled by the Statewide Accounting and Reporting System and all of the federal funds or $4,599,500 are not controlled by the Statewide Accounting and Reporting System. The accounting for these two sources is done solely at the University of Idaho and each is shown in the appropriation bill for informational purposes only.
