]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature First Regular Session - 2005IN THE SENATE SENATE BILL NO. 1222 BY FINANCE COMMITTEE 1 AN ACT 2 RELATING TO THE APPROPRIATION FOR THE PUBLIC SCHOOLS DIVISION OF TEACHERS; 3 PROVIDING FOR EXPENDITURES FOR THE PUBLIC SCHOOLS DIVISION OF TEACHERS; 4 APPROPRIATING GENERAL FUND MONEYS FOR TRANSFER TO THE PUBLIC SCHOOL INCOME 5 FUND; APPROPRIATING FUNDS TO THE EDUCATIONAL SUPPORT PROGRAM/DIVISION OF 6 TEACHERS FOR FISCAL YEAR 2006; PROVIDING MONEYS FOR THE UNEMPLOYMENT 7 INSURANCE PROGRAM; DIRECTING THAT UP TO $696,400 BE DISTRIBUTED FOR MASTER 8 TEACHER AWARD PAYMENTS; AND DIRECTING THAT $500,000 BE ALLOCATED FOR 9 TRAINING TO SERVE THE NEEDS OF GIFTED AND TALENTED STUDENTS. 10 Be It Enacted by the Legislature of the State of Idaho: 11 SECTION 1. The following amount shall be expended for the Public Schools 12 Division of Teachers for the period July 1, 2005, through June 30, 2006: 13 FROM: 14 General Fund $645,725,200 15 Federal Grant Fund 54,253,400 16 TOTAL $699,978,600 17 SECTION 2. There is hereby appropriated the following amount to be trans- 18 ferred to the Public School Income Fund for the period July 1, 2005, through 19 June 30, 2006: 20 FROM: 21 General Fund $645,725,200 22 SECTION 3. There is hereby appropriated to the Educational Support 23 Program/Division of Teachers, pursuant to law and the provisions of this act, 24 the following amount to be expended from the listed funds for the period July 25 1, 2005, through June 30, 2006: 26 FROM: 27 Public School Income Fund $645,725,200 28 Federal Grant Fund 54,253,400 29 TOTAL $699,978,600 30 SECTION 4. Of the moneys appropriated in Section 3 of this act, the 31 amount necessary for the Unemployment Insurance Program shall be expended 32 according to Section 72-1349A, Idaho Code, for the period July 1, 2005, 33 through June 30, 2006. 34 SECTION 5. Of the moneys appropriated in Section 3 of this act, an amount 35 up to $696,400 shall be awarded to those instructional staff members who have 36 been recognized as master teachers by the National Board for Professional 37 Teaching Standards, according to the provisions of Section 33-1004E, Idaho 38 Code. 39 SECTION 6. Of the moneys appropriated in Section 3 of this act, $500,000 2 1 shall be distributed to train general education teachers, gifted/talented 2 (G/T) facilitators, administrators and/or parents to better meet the needs of 3 gifted/talented students. One-half (1/2) of these funds shall be allocated pro 4 rata based on each district's prior year total student enrollment compared to 5 the prior year total statewide enrollment. One-half (1/2) of these funds shall 6 be allocated based on the number of gifted/talented students identified and 7 served as indicated on the prior year's December 1 child count. The number of 8 gifted/talented students identified for purposes of this section shall not 9 exceed seven percent (7%) of the district's total student enrollment. No dis- 10 trict shall receive less than $500. Funds shall be distributed upon submission 11 and approval of an application submitted to the State Department of Education 12 demonstrating how in-service training will establish or improve identification 13 and service of gifted/talented students in the five (5) mandated talent areas. 14 The Superintendent of Public Instruction may reallocate any gifted/talented 15 funds that are left unrequested by school districts to all other school dis- 16 tricts that have requested gifted/talented funds, according to the distribu- 17 tion formula outlined in this section.

This is the Fiscal Year 2006 appropriation for the Division of Teachers portion of the Public Schools budget. The pieces of the Public Schools budget that are part of this division's appropriation include: 1.) The teachers' portion of the salary-based apportionment formula; 2.) State paid employee benefits for teachers, which include PERSI and FICA; 3.) Funding for Master Teacher awards; 4.) Early Retirement Program payouts for teachers; 5.) Funding for training teachers to work with Gifted & Talented students; and 6.) The Teachers' portion of federal pass-through funding to local school districts.
This budget adds funds for an increase of 185 new midterm support units and 190 new full-term support units, an increase in teacher participation in the Early Retirement Program, and an increase in available federal pass-through funds.FISCAL NOTE
