RETURN UNUSED FUNDS TO THE ECONOMIC RECOVERY RESERVE FUND. The 45 funding for the twenty-seventh payroll provides for the salaries and variable 46 benefit costs, excluding employer health insurance costs, for state employees 47 for one (1) two-week payroll period. The Office of the State Controller, the 48 Division of Financial Management, and the Legislative Services Office shall 49 identify a single payroll that matches the funding provided and develop 50 instructions to ensure that all state agencies and institutions process a 51 statewide payroll in a consistent manner. This is the FY 2006 Omnibus Appropriation for the 27th Payroll to all state agencies and institutions obligated to pay an extra payroll in fiscal year 2006. Any employer who pays on a bi-weekly basis incurs this obligation every eleven years. With a bi-weekly payroll there is approximately one extra workday that is worked but not paid each year. The extra payroll period then occurs in the eleventh year.
This bill provides the funding necessary to pay this extra payroll on a one-time basis to all agencies that pay employees on a bi-weekly basis. It specifically excludes Public Schools, Community Colleges, and the Judicial Branch.
Section 2 of this bill provides legislative intent that the Office of the State Controller, the Division of Financial Management, and the Legislative Services Office work together to develop guidelines for state government to ensure consistency in the processing of the payroll. This bill appropriates sufficient funding for an extra payroll that includes salary and variable benefit costs excluding health insurance costs. The three offices will choose a payroll that matches the funding provided, and then ensure that any excess funds appropriated from the Economic Recovery Reserve Fund for the 27th Payroll will be reverted back to that fund.
