  2    APPROPRIATING MONEYS FOR THE IDAHO STATE HISTORICAL SOCIETY  FOR  FISCAL  YEAR
  3        2006; AND LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  There  is hereby appropriated to the State Board of Education
  6    for the Idaho State Historical Society the following amounts  to  be  expended
  7    for  the  designated programs according to the designated expense classes from
  8    the listed funds for the period July 1, 2005, through June 30, 2006:

 34        SECTION 2.  In accordance with Section 67-3519, Idaho Code, the agency  is
 35    authorized  no more than forty-six and thirty-six hundredths (46.36) full-time
 36    equivalent positions at any point during the period July 1, 2005, through June
 37    30, 2006, for the programs specified in Section 1 of this act, unless specifi-
 38    cally authorized by the Governor. The Joint  Finance-Appropriations  Committee
 39    will be notified promptly of any increased positions so authorized.

The appropriation for the State Historical Society includes funding for increased employee health insurance costs, while Nonstandard Adjustments include minor adjustments in interagency billings. There are two enhancements in this budget. The first provides an additional $25,000 in spending authority for the agency to utilize its dedicated, Lewis & Clark license plate revenues to support the operations of the Lewis & Clark Information Center in Lewiston, and provide matching grants for local Lewis & Clark events and activities. The second enhancement provides the funding necessary for the agency to move into its new building space near the Old State Penitentiary. The General Fund costs pay for the ongoing difference in rent costs between the spaces currently occupied by the agency, and the larger spaces that they will occupy starting in September 2005. The dedicated funds pay for one-time costs, such as moving costs and the cost of furnishing the additional space in the new building.
