]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature First Regular Session - 2005IN THE SENATE SENATE BILL NO. 1238 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE FOR 3 THE INDIRECT SUPPORT SERVICES PROGRAM FOR FISCAL YEAR 2006; AUTHORIZING 4 ADDITIONAL FULL-TIME EQUIVALENT POSITIONS FOR THE INDIRECT SUPPORT SER- 5 VICES PROGRAM; APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH 6 AND WELFARE FOR PUBLIC HEALTH SERVICES IN THE PHYSICAL HEALTH SERVICES 7 PROGRAM FOR FISCAL YEAR 2006; AUTHORIZING AN ADDITIONAL FULL-TIME EQUIVA- 8 LENT POSITION FOR THE PHYSICAL HEALTH SERVICES PROGRAM; APPROPRIATING 9 ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE FOR THE MEDICAL 10 ASSISTANCE SERVICES PROGRAM FOR FISCAL YEAR 2005; PROVIDING THAT THE STATE 11 CONTROLLER SHALL MAKE TRANSFERS FROM THE GENERAL FUND; AND PROVIDING AN 12 EMERGENCY FOR SECTION 5 OF THIS ACT. 13 Be It Enacted by the Legislature of the State of Idaho: 14 SECTION 1. In addition to any other appropriation provided by law, there 15 is hereby appropriated to the Department of Health and Welfare for the Indi- 16 rect Support Services Program the following amounts to be expended according 17 to the designated expense classes from the listed fund for the period July 1, 18 2005, through June 30, 2006: 19 FOR: 20 Personnel Costs $ 354,500 21 Operating Expenditures 681,500 22 TOTAL $1,036,000 23 FROM: 24 Cooperative Welfare Fund (Federal) $1,036,000 25 SECTION 2. In addition to the authorization granted in Section 5, House 26 Bill No. 384, enacted by the First Regular Session of the Fifty-eighth Idaho 27 Legislature, the Department of Health and Welfare is authorized seven (7) 28 full-time equivalent positions for the period July 1, 2005, through June 30, 29 2006. 30 SECTION 3. In addition to any other appropriation provided by law, there 31 is hereby appropriated to the Department of Health and Welfare for public 32 health services in the Physical Health Services Program the following amounts 33 to be expended according to the designated expense classes from the listed 34 fund for the period July 1, 2005, through June 30, 2006: 35 FOR: 36 Personnel Costs $74,000 37 Operating Expenditures 4,000 38 TOTAL $78,000 39 FROM: 40 General Fund $78,000 41 SECTION 4. In addition to the authorization granted in Section 2, House 2 1 Bill No. 382, enacted by the First Regular Session of the Fifty-eighth Idaho 2 Legislature, the Department of Health and Welfare is authorized one (1) full- 3 time equivalent position for the period July 1, 2005, through June 30, 2006. 4 SECTION 5. In addition to the appropriation made in Section 1, Chapter 5 379, Laws of 2004, there is hereby appropriated to the Department of Health 6 and Welfare for the Medical Assistance Services Program the following amounts 7 to be expended according to the designated expense classes from the listed 8 funds for the period July 1, 2004, through June 30, 2005: 9 FOR FOR 10 PERSONNEL OPERATING 11 COSTS EXPENDITURES TOTAL 12 FROM: 13 Idaho Health Insurance 14 Access Card Fund $20,500 $ 5,600 $ 26,100 15 Cooperative Welfare 16 Fund (Federal) 77,200 21,400 98,600 17 TOTAL $97,700 $27,000 $124,700 18 SECTION 6. GENERAL FUND TRANSFERS. As appropriated, the State Controller 19 shall make transfers from the General Fund to the Cooperative Welfare Fund, 20 periodically, as requested by the director of the Department of Health and 21 Welfare and approved by the Board of Examiners. 22 SECTION 7. An emergency existing therefor, which emergency is hereby 23 declared to exist, Section 5 of this act shall be in full force and effect on 24 and after passage and approval.

This is a trailer appropriation for the Department of Health and Welfare for FY 2006 and FY 2005. This bill provides additional funds to the Indirect Support Services Program to implement the provisions of Senate Bill 1196, Criminal Background Checks. In addition, funding is provided to the Physical Health Services Program for the Methamphetamine Cleanup Bill provided for in Senate Bill 1122.
This bill also appropriates the spending authority to implement the Adult Health Insurance Access Card in FY 2005. The Adult Access Card Program is set to begin on July 1, 2005. This is an insurance subsidy for low-income adults to purchase health insurance from their employer.
 
Fiscal Note |
Section 1. appropriates $1,036,000 in federal funds and Section 2. provides for 7.00 FTP to implement the provisions of Senate Bill 1196. This funding is for two years and the FTP are limited services positions. The FTP will be deleted upon completion of the grant or the identification of an ongoing funding source that is approved by the Legislature.
Section 3. appropriates $78,000 from the General Fund to implement the provisions of Senate Bill 1122. This provides $74,000 in personnel costs and $4,000 in operating expenditures. Section 4. provides for an additional 1.00 FTP to the Physical Health Services Program.
Section 5. appropriates $26,100 from the Idaho Health Insurance Access Card Fund and $98,600 from federal funds for personnel costs and operating expenditures for the planning and implementation of the Adult Access Card Program.
