  1                               A CONCURRENT RESOLUTION
  2    STATING LEGISLATIVE FINDINGS AND AUTHORIZING THE LEGISLATIVE COUNCIL TO CREATE
  3        A  COMMITTEE  TO  STUDY  THE  PREVALENCE  OF  CERVICAL  CANCER  AND  HUMAN
  4        PAPILLOMAVIRUS IN WOMEN IN THE STATE OF IDAHO AND TO EVALUATE THE  CURRENT
  5        METHODS  OF  PUBLIC  EDUCATION  AND ACCESS TO REGULAR CANCER SCREENING AND
  6        OPTIONS FOR INCREASING SCREENING ACCURACY.
                                                                        
  7    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  8        WHEREAS, following breast cancer, cervical cancer is the second most  com-
  9    mon cancer in women worldwide; and
 10        WHEREAS,  according to federal governmental statistics, cervical cancer is
 11    the third most common gynecological cancer among American women, with approxi-
 12    mately 12,200 new cases diagnosed annually, 4,100 of which result  in  fatali-
 13    ties; and
 14        WHEREAS,  with  regular  and accurate screening, cervical cancer is highly
 15    preventable and although widespread screening programs have helped  to  reduce
 16    death  rates  of  women  from cervical cancer, women are still dying even with
 17    such advanced medical techniques and evaluative procedures; and
 18        WHEREAS, cervical cancer cases in the United States are generally  attrib-
 19    uted to a lack of education, a reduction of access available to regular cervi-
 20    cal cancer screening and a lack of screening accuracy; and
 21        WHEREAS,  experience shows that increasing cervical cancer awareness among
 22    women, especially  the  underserved  women  within  our  state,  significantly
 23    reduces the probability of mortality; and
 24        WHEREAS,  cervical  cancer  disproportionately  affects minority women and
 25    women with lower incomes because they are less likely to have access  to  rou-
 26    tine screening; and
 27        WHEREAS,  approximately one-half of all cervical cancer cases are in women
 28    who have been screened and ten percent of cases are in women who have not been
 29    screened within the last five years; and
 30        WHEREAS, the median age of cervical cancer patients  at  diagnosis  is  47
 31    years, the youngest median age for all female reproductive cancers; and
 32        WHEREAS,  new  screening  technologies, including FDA-approved testing for
 33    human papillomavirus, which is the cause of virtually  all  cervical  cancers,
 34    offer  new  opportunities to finally eliminate this potentially deadly disease
 35    through early identification of women at increased risk; and
 36        WHEREAS, leading medical organizations, including the American College  of
 37    Obstetricians and Gynecologists, the American Cancer Society, and the Associa-
 38    tion of Reproductive Health Professionals, have recently updated their screen-
 39    ing  guidelines  to include FDA-approved testing for the human papillomavirus;
 40    and
 41        WHEREAS, women are entitled to proper cervical cancer information, so that
 42    they can be empowered to make informed health care decisions, and have  access
 43    to routine screening, including the 46 most accurate methods available; and
 44        WHEREAS,  the  Legislature  of  the State of Idaho recognizes that through

  1    education and screening, women can lower their likelihood of developing cervi-
  2    cal cancer, and that through early detection, cervical cancer can be  success-
  3    fully treated after it develops.
  4        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
  5    of the Fifty-eighth Idaho Legislature, the Senate and the House of Representa-
  6    tives  concurring  therein,  that  the  Legislative  Council  is authorized to
  7    appoint a Cervical Cancer Elimination Committee to take the lead in  reviewing
  8    data  regarding  cervical cancer and human papillomavirus in women within this
  9    state and evaluating current methods used to provide  women  with  information
 10    regarding  cervical  cancer,  access  to  regular  screening  and  options for
 11    increasing screening accuracy. In addition, the duties of the Committee  shall
 12    include  the identification of pockets of need, priority therapies and preven-
 13    tive vaccines which are effective in preventing and controlling  the  risk  of
 14    cervical cancer. The Legislative Council shall appoint members from the Senate
 15    and  the  House of Representatives Health and Welfare Committees as members of
 16    the Committee.
 17        BE IT FURTHER RESOLVED that  the  Committee,  in  collaboration  with  the
 18    Department  of Health and Welfare and  the American Academy of Pediatrics, the
 19    American Academy of Family Physicians, the American  Cancer  Society  and  the
 20    American College of Obstetricians and Gynecologists, shall report its findings
 21    of  the causes and nature of cervical cancer, personal risk factors, the value
 22    of early detection and prevention,  options  for  testing,  new  technologies,
 23    treatment costs, medical care reimbursement issues and physician education.
 24        BE IT FURTHER RESOLVED that any advisors to the Committee who are not leg-
 25    islative  members shall not be reimbursed from legislative funds for per diem,
 26    mileage or other expenses and shall not have voting privileges  regarding  the
 27    Committee's recommendations and proposed legislation.
 28        BE  IT  FURTHER  RESOLVED  that all appropriate state agencies, as well as
 29    relevant professional/medical organizations may provide assistance to the Com-
 30    mittee upon request of the chairperson.
 31        BE IT FURTHER RESOLVED that the Committee shall timely report its findings
 32    and recommendations, including any proposed legislation to the Second  Regular
 33    Session of the Fifty-eighth Idaho Legislature.

                       STATEMENT OF PURPOSE

This resolution would authorize the Legislative Council to
appoint a Cervical Cancer Elimination Committee to take the lead
in reviewing data regarding cervical cancer and human
papillomavirus in women within this state.


                          FISCAL IMPACT

If this resolution is adopted by the Legislature and the
committee is appointed by Legislative Council, any necessary
legislator travel and per diem expense would be paid from the
existing legislative appropriation to the Senate and the House of 
Representatives. There would be no additional impact upon the
state general fund as a result of this resolution.
