  1                                   A JOINT MEMORIAL
  2    TO THE  PRESIDENT OF THE UNITED STATES, TO THE  SENATE AND HOUSE OF  REPRESEN-
  3        TATIVES OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND TO THE CONGRESSIO-
  4        NAL  DELEGATION  REPRESENTING  THE  STATE  OF IDAHO IN THE CONGRESS OF THE
  5        UNITED STATES.
                                                                        
  6        We, your Memorialists, the Senate and the House of Representatives of  the
  7    State  of  Idaho  assembled  in  the First Regular Session of the Fifty-eighth
  8    Idaho Legislature, do hereby respectfully represent that:
                                                                        
  9        WHEREAS, the federal death benefit for widows and  children  of   American
 10    soldiers killed in combat is inadequate; and
 11        WHEREAS,  the  Great  State  of Idaho, through our Governor and citizenry,
 12    honor and salute those Idahoans who serve our national defense; and
 13        WHEREAS, the citizens of the Great State of Idaho are forever indebted  to
 14    those of this country who have died in the name of freedom and human liberties
 15    worldwide; and
 16        WHEREAS, the citizens of Idaho have compassion and genuine concern for the
 17    surviving children and spouses of Idaho citizens who serve in any component of
 18    our  nation's  armed  services and who are killed as a result of direct combat
 19    action or combat related injuries;
 20        WHEREAS, since it is impossible to replace a lost loved one  and  to  ade-
 21    quately  compensate  the surviving family members, at the very least it is our
 22    solemn duty to ensure that those surviving family members are provided for  in
 23    their time of need and to prepare them for future economic realities; and
 24        WHEREAS,  the Idaho Legislature has introduced and is considering legisla-
 25    tion to provide college scholarships to state institutions for the  dependents
 26    of fallen soldiers.
 27        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 28    of the Fifty-eighth Idaho Legislature, the Senate and the House of Representa-
 29    tives  concurring  therein,  that we respectfully request Congress to increase
 30    the death benefit for soldiers killed in combat or who die of  combat  related
 31    injuries  and request that supplemental programs be considered by Congress and
 32    the President to assist the bereaved families of the fallen American  soldiers
 33    to put the lives of the widow or widower and dependents back together.
 34        BE  IT  FURTHER  RESOLVED  that the Secretary of the Senate be, and she is
 35    hereby authorized and directed to forward a copy of this Memorial to President
 36    George W. Bush, the President of the Senate and the Speaker of  the  House  of
 37    Representatives of Congress, and the congressional delegation representing the
 38    State of Idaho in the Congress of the United States.

                       STATEMENT OF PURPOSE

                           RS 15000C1 

Joint memorial to the President of the United States, the
Senate and House of Representatives of the United States, and to
Idaho's Congressional Delegation respectfully requesting Congress
to increase the assistance given to families of fallen American
soldiers.  The memorial requests an increase of the death benefit
for our fallen heroes, as well as the consideration of
supplemental programs by Congress and the President to assist the
families of American soldiers who make the supreme sacrifice to
their state and nation.
