  1                                        AN ACT
  2    RELATING TO SCHOOL FUNDS; AMENDING SECTION 33-906B, IDAHO CODE, TO PROVIDE  AN
  3        ADDITIONAL ALTERNATIVE VALUE INDEX RELATED TO CALCULATIONS OF THE FREE AND
  4        REDUCED  PRICE LUNCH PROGRAM WHICH MAY BE INCLUDED IN THE VALUE INDEX CAL-
  5        CULATION.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION 1.  That Section 33-906B, Idaho Code, be, and the same  is  hereby
  8    amended to read as follows:
                                                                        
  9        33-906B.  VALUE INDEX CALCULATION. The state department of education shall
 10    establish  a  value  index  for  each  school  district,  based on each school
 11    district's market value per support unit for equalization purposes, the  aver-
 12    age annual seasonally-adjusted unemployment rate in the county in which a plu-
 13    rality  of  the school district's market value for assessment purposes of tax-
 14    able property is located and the per capita income in the county  in  which  a
 15    plurality  of  the  school  district's market value for assessment purposes is
 16    located or the percentage of students in  the  district  using  the  free  and
 17    reduced price lunch program. The value index for each school district shall be
 18    calculated  as  the  sum of the following three (3) components subsections (1)
 19    and (2) and either of sections (3) and (4), whichever is more advantageous  to
 20    the school district:
 21        (1)  The state department of education shall annually calculate the market
 22    value per support unit that is used to equalize school funding for each school
 23    district  in  the  state,  and the statewide average. The first portion of the
 24    value index shall be calculated by dividing the school district's market value
 25    for equalization purposes per support unit by  the  statewide  average  market
 26    value for equalization per support unit and dividing the result of this calcu-
 27    lation by two (2).
 28        (2)  The second portion of the value index shall be calculated by dividing
 29    the  statewide  unemployment  rate  by  the unemployment rate in the county in
 30    which a plurality of the school district's market value  for  assessment  pur-
 31    poses of taxable property is located, and dividing the result of this calcula-
 32    tion by four (4). For the purposes of this subsection, the statewide unemploy-
 33    ment  rate  and  county  unemployment  rates shall be based on the most recent
 34    average annual seasonally-adjusted unemployment  rate  data  reported  by  the
 35    United States department of labor, for which there is a complete calendar year
 36    of data.
 37        (3)  The  third portion of the value index shall be calculated by dividing
 38    the county per capita income in the county in which a plurality of the  school
 39    district's market value for assessment purposes of taxable property is located
 40    by  the  statewide per capita income, and dividing the result of this calcula-
 41    tion by four (4). For the purposes of this subsection, the statewide per  cap-
 42    ita income and county per capita income shall be based on the most recent data
 43    reported  by  the  United  States department of commerce, for which there is a

  1    complete calendar year of data.
  2        (4)  At the option of the school district, the value index calculated pur-
  3    suant to this subsection may be substituted for  the  value  index  calculated
  4    pursuant  to  subsection  (3) of this section. This subsection (4) value index
  5    shall be calculated by dividing the statewide average free and  reduced  price
  6    lunch participation rate by the district free and reduced price lunch partici-
  7    pation  rate, and dividing the result of this calculation by four (4). For the
  8    purposes of this subsection (4), the free and reduced price  lunch  participa-
  9    tion  rates shall be those rates published annually by the state department of
 10    education, child nutrition program.

                       STATEMENT OF PURPOSE

                             RS 14604

The purpose of this legislation is to enhance the bond levy
equalization program by allowing school districts the option of
using the percentage of students using the free and reduced lunch
program as one of the economic indicators used to determine the
reimbursement rate for bond interest subsidies.


                           FISCAL NOTE

The impact of this change is estimated to be $100,000 for FY2006.
The bond levy equalization program is currently supported with
proceeds from the lottery dividend provided to public schools.
Future impacts would be included in the annual calculation of
bond levy equalization program support as calculated by the State
Department of Education.
