  1                                        AN ACT
  2    RELATING TO THE STATE CONTROLLER AND THE DEPARTMENT  OF  HEALTH  AND  WELFARE;
  3        AMENDING  CHAPTER  10, TITLE 67, IDAHO CODE, BY THE ADDITION OF A NEW SEC-
  4        TION 67-1001B, IDAHO CODE, TO PROVIDE RESPONSIBILITIES OF  THE  DEPARTMENT
  5        OF HEALTH AND WELFARE REGARDING CERTAIN FINANCIAL STATEMENTS.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  That  Chapter  10,  Title 67, Idaho Code, be, and the same is
  8    hereby amended by the addition thereto of a NEW SECTION, to be known and  des-
  9    ignated as Section 67-1001B, Idaho Code, and to read as follows:
                                                                        
 10        67-1001B.  DUTIES OF DEPARTMENT OF HEALTH AND WELFARE. When the department
 11    of health and welfare submits and attests its financial statement to the state
 12    controller so that the state controller can comply with subsection (2) of sec-
 13    tion  67-1001, Idaho Code, to deliver to the governor and the legislative ser-
 14    vices office on or before the first day  of  January,  a  financial  statement
 15    which  complies with generally accepted accounting principles, of the funds of
 16    the state, its revenues, and of the public expenditures during  the  preceding
 17    fiscal  year,  the  department  shall  cause the statement to be placed on its
 18    official website.

                       STATEMENT OF PURPOSE

                             RS 15046

The bill requires the Department of Health and Welfare to publish
its attested financial statement on its official internet
website.  This is to provide for the accuracy of the financial
information submitted to the state controller and to assure that
the effectiveness of the underlying internal control structure is
transparent to the public. 


                           FISCAL NOTE

There is no fiscal impact to the general fund.
