]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature First Regular Session - 2005IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 21 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 PROVIDING LEGISLATIVE FINDINGS AND PROMOTING PUBLIC AWARENESS AND EDUCATION 3 ABOUT THE VALUE OF HEALTHY MARRIAGES TO MEN, WOMEN, CHILDREN AND IDAHO'S 4 COMMUNITIES. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, the divorce rate in Idaho and nationally has been accelerating; 7 and 8 WHEREAS, just as the family is the foundation of society, the marital 9 relationship is the foundation of the family and strengthening marriages can 10 only lead to stronger families, children and communities, as well as a stron- 11 ger economy; and 12 WHEREAS, an inability to cope with stress from both internal and external 13 sources leads to significantly higher incidences of domestic violence, child 14 abuse, absenteeism, medical costs, learning and social deficiencies and 15 divorce; and 16 WHEREAS, relationship skills can be learned and, once learned, relation- 17 ship skills can facilitate communication between parties to a marriage and 18 assist couples in avoiding conflict, and once relationship skills are learned 19 they can be carried into parenting, the workplace, schools, neighborhoods and 20 civic relationships; and 21 WHEREAS, by reducing conflict and increasing communication, stressors can 22 be diminished and coping can be further enhanced; and 23 WHEREAS, when effective coping exists, domestic violence, child abuse and 24 divorce and its effect on children, including absenteeism from school, medical 25 costs and learning and social deficiencies are diminished; and 26 WHEREAS, the state has a compelling interest in educating its citizens 27 with regard to marriage and, if contemplated, the effects of divorce. 28 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 29 of the Fifty-eighth Idaho Legislature, the House of Representatives and the 30 Senate concurring therein, that we are adopting this resolution to promote 31 public awareness and education about the value of healthy marriages to men, 32 women, children and Idaho's communities, to encourage public programs to 33 reduce the disincentives to marriage in means-tested aid programs and social 34 service programs, to promote the emotional and financial health and well-being 35 of Idaho's children, and to encourage healthy marriage standards when adopting 36 and implementing new public policies to promote the emotional and financial 37 health and well-being of Idaho's children.
STATEMENT OF PURPOSE RS 15005 State Leadership can take the lead in promoting public awareness and education about the value of healthy marriages to men, women, children and Idaho's communities. State run programs and policies can effectively work to help parents develop and maintain stable, healthy relationships for the benefit of their children versus promoting disincentives to families whom are trying to maintain a two parent household for the benefit of their children. Research confirms that children who are raised by their own parents in a healthy married family enjoy, on average, better physical and mental health and are less likely to be poorer than children raised in single-parent families, thus saving social service tax dollars. Therefore, the purpose of this concurrent resolution is to present in a simple, proactive manner an opportunity for our state leadership to promote and encourage the institution of healthy marriage in Idaho's public policies. FISCAL NOTE There is no cost to the general fund; however, healthy marriages could result in future savings of state expenditures.
