  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
  3        APPOINT A COMMITTEE TO  UNDERTAKE  AND  COMPLETE  A  STUDY  OF  THE  STATE
  4        EMPLOYEE COMPENSATION AND BENEFITS SYSTEM.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS,  Section 67-5309C, Idaho Code, provides that it is "the intent of
  7    the legislature that an employee may expect to advance in the salary range  to
  8    the labor market average rate for the pay grade assigned to a classification";
  9    and
 10        WHEREAS, to accomplish the Legislature's stated intent, salary ranges need
 11    to be adjusted each year to reflect market increases, and funding must be pro-
 12    vided to keep current employees' salaries at or progressing toward market; and
 13        WHEREAS, the state has been unable to fund market competitive employee pay
 14    increases; and
 15        WHEREAS,  76.3%  of  classified  state  employees are paid below their pay
 16    grade policy point; and
 17        WHEREAS, classified state employee average wages are below  average  labor
 18    market rates by approximately 14.2%.
 19        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 20    of  the  Fifty-eighth  Idaho Legislature, the House of Representatives and the
 21    Senate concurring therein, that  the  Legislative  Council  is  authorized  to
 22    appoint  a  committee  to undertake and complete a study of the state employee
 23    compensation and benefits system. The Legislative Council shall determine  the
 24    number  of legislators and membership from each house appointed to the commit-
 25    tee and shall authorize the committee to receive input, advice and  assistance
 26    from interested and affected parties who are not members of the Legislature.
 27        BE IT FURTHER RESOLVED that the committee will:
 28        (1)  Review the distribution of health insurance costs;
 29        (2)  Review the Hay Plan;
 30        (3)  Review  the  concept  of  merit  increases  for specific occupational
 31    groups;
 32        (4)  Review agency specific human resource compensation issues;
 33        (5)  Review temporary merit increases and their funding sources;
 34        (6)  Review agency use of funding appropriated for personnel costs;
 35        (7)  Review any other human resource management issues; and
 36        (8)  Develop any legislation or recommendations related to  these  matters
 37    as the committee deems appropriate.
 38        BE IT FURTHER RESOLVED that nonlegislative members of the committee may be
 39    appointed  by  the cochairs of the committee who are appointed by the Legisla-
 40    tive Council. Nonlegislative members of the advisory committee  shall  not  be
 41    reimbursed  from legislative funds for per diem, mileage or other expenses and
 42    shall not have voting privileges regarding the committee's recommendations  or
 43    proposed legislation.
 44        BE  IT FURTHER RESOLVED that the committee shall report its findings, rec-

  1    ommendations and proposed legislation, if any, to the Second  Regular  Session
  2    of the Fifty-eighth Idaho Legislature.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE

                             RS 15048

This resolution directs Legislative Council to appoint an interim
committee to analyze the state employee compensation and benefits
system.  The committee is to deliver a report and any recommended
legislation to the next session of the Legislature.



                           FISCAL NOTE

If this resolution is adopted by the Legislature and the
committee is appointed by Legislative Council, any necessary
Legislator travel and per diem expense would be paid from the
existing legislative appropriation to the Senate and the House of
Representatives.  Funding for staff support and expenses would be
provided from the existing appropriation to the Legislative
Council for the Legislative Services Office.  There would be no
additional impact upon the general fund as a result of this
resolution.
