  1                                    A PROCLAMATION
  2    COMMENDING THE LATE EARL SANDE FOR HIS CONTRIBUTION TO THOROUGHBRED RACING.
                                                                        
  3        We, the members of the House of Representatives  of  the  State  of  Idaho
  4    assembled  in the First Regular Session of the Fifty-eighth Idaho Legislature,
  5    recognize and commend the late Earl Sande, of American Falls, Idaho,  for  his
  6    contribution to thoroughbred racing.
                                                                        
  7        WHEREAS,  the  family of Earl Sande moved to American Falls in 1908, where
  8    John and Tillie Sande homesteaded a farm in the Fairfield section; and
  9        WHEREAS, young Earl Sande raced his first competitive  race  in  the  1914
 10    American  Falls Fourth of July festivities and the late Burr Scott of American
 11    Falls gave Sande his first break riding and took him on the  "Leaky-Roof  Cir-
 12    cuit" to begin Sande's racing career; and
 13        WHEREAS, Earl Sande compiled a 26.4% lifetime winning percentage, which is
 14    the third highest of all time, and a 60.9% lifetime percentage of in-the-money
 15    mounts; and
 16        WHEREAS,  Earl  Sande  became known as the "Idaho Hot Potato" and his life
 17    and career are described in a new book, for which the back files of the Ameri-
 18    can Falls Press were used as a research source.
 19        NOW, THEREFORE, BE IT PROCLAIMED by the members of the House of  Represen-
 20    tatives  assembled in the First Regular Session of the Fifty-eighth Idaho Leg-
 21    islature, that we recognize and commend a native Idahoan who  gained  national
 22    prominence  as  a  jockey  in  the 1920s during the Golden Age of thoroughbred
 23    racing, who won the 1930 Triple Crown on Gallant Fox, who was elected into the
 24    Racing Hall of Fame with the first inductee class, and who ranks  as  the  top
 25    jockey  of  all  time  and Idaho's contribution to thoroughbred racing, and we
 26    celebrate the late Earl Sande in 2005 as this year marks the 75th  anniversary
 27    of  his  winning the 1930 Triple Crown as well as his third Kentucky Derby and
 28    fifth Belmont Stakes.

                       STATEMENT OF PURPOSE

This proclamation honors a famous sports figure as one of
their own.

Earl Sande (pronounced Sandy) spent his formative years in
the American Falls area.  Sande's life and career are described
in a recent book, "Triple Crown winner: The Earl Sande Sage", by
Author Richard J. Maturi, a former resident of Boise.  Brett and
Debbie Crompton, publishers and owners of the Power County Press,
provided access to microfilm files used to establish the
residency and livelihood of the Sande family.

The Idaho House of Representatives proclaims that Earl Sande
is worthy of remembrance as one of its famous sons.
