HOUSE PROCLAMATION NO. 5
BY WAYS AND MEANS COMMITTEE
1 A PROCLAMATION
2 COMMENDING THE ACHIEVEMENTS OF DR. RICHARD L. BOWEN.
3 We, the members of the House of Representatives of the State of Idaho
4 assembled in the First Regular Session of the Fifty-eighth Idaho Legislature,
5 proclaim that:
6 WHEREAS, Dr. Richard L. Bowen began working for Idaho State University in
7 1985 and has given twenty years of distinguished service; and
8 WHEREAS, Dr. Bowen's commitment to the State Board of Education's assigned
9 role for Idaho State University as the state's lead institution for education
10 in health professions has led to the establishment of numerous programs,
11 facilities and partnerships that have earned Idaho State University a reputa-
12 tion as an excellent institution for a health professions education;
13 WHEREAS, the guidance of Dr. Bowen led to the maturation of two Idaho
14 State University schools becoming the College of Engineering and the College
15 of Technology; and
16 WHEREAS, Dr. Bowen's willingness to collaborate led to the establishment
17 of University Place in Idaho Falls, which serves enough students to be known
18 unofficially as the state's largest higher education institution after the
19 four official colleges; and
20 WHEREAS, Dr. Bowen's vision led to the construction of the Bennion Student
21 Union Building in Idaho Falls and the L.E. and Thelma E. Stephens Performing
22 Arts Center and the Rendezvous Center on campus, greatly expanding the bene-
23 fits of higher education to students in eastern Idaho; and
24 WHEREAS, Dr. Bowen has been committed to extending health professions edu-
25 cation and other educational programs to citizens throughout the state and he
26 has encouraged the expansion of a distance learning system that offers oppor-
27 tunities to Idahoans living in small and remote localities; and
28 WHEREAS, the planning and foresight of Dr. Bowen reversed a trend of
29 declining enrollment and promoted an annual growth in enrollment at a rapid
30 pace that has nearly doubled the student population since his arrival; and
31 WHEREAS, the optimism, amicability and devotion of Dr. Bowen and Connie
32 Smith Bowen has led friends and alumni to make Idaho State University's capi-
33 tal campaign the most successful in state history; and
34 WHEREAS, Dr. Bowen's recognition of community responsibility and the sym-
35 biotic growth that exists between a university and the city in which it is
36 located fostered flourishing economic development efforts, including the
37 establishment of the Idaho Accelerator Center and Idaho State University's
38 Research and Business Technology Park, which have been instrumental in
39 attracting national and international attention and promoting many private
40 enterprises; and
41 WHEREAS, Dr. Bowen has reached out to the national government to advance
42 achievements in fields of national concern, such as energy and security,
43 through efforts with the National Security Agency, the Department of Energy
44 and other federal entities.

1 NOW, THEREFORE, BE IT PROCLAIMED by the members of the House of Represen-
2 tatives assembled in the First Regular Session of the Fifty-eighth Idaho Leg-
3 islature, that we hereby honor Dr. Richard L. Bowen, we recognize his out-
4 standing service and we extend best wishes for Dr. Bowen and his family.

This House Proclamation is in honor of Dr. Richard Bowen,
President, Idaho State University. His many accomplishments and
service are recognized with this resolution.
FISCAL NOTE
There is no fiscal impact to the general fund.
