SENATE BILL NO. 1025

1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE SOIL CONSERVATION COMMISSION FOR FISCAL
3 YEAR 2005; AND DECLARING AN EMERGENCY.
4 Be It Enacted by the Legislature of the State of Idaho:
5 SECTION 1. In addition to the appropriation made in Section 1, Chapter
6 196, Laws of 2004, there is hereby appropriated to the Soil Conservation Com-
7 mission in the Department of Agriculture the following amount to be expended
8 according to the designated expense class from the listed fund for the period
9 July 1, 2004, through June 30, 2005:

11 Operating Expenditures $22,000
12 FROM:
13 Resource Conservation and Rangeland Development Fund $22,000
14 SECTION 2. An emergency existing therefor, which emergency is hereby
15 declared to exist, this act shall be in full force and effect on and after its
16 passage and approval.

The Soil Conservation Commission is responsible for programs that provide low interest loans to landowners who implement qualified conservation practices. A new software program is needed as soon as possible to track the Resource Conservation and Rangeland Development Program (RCRDP) loans and the Clean Water State Revolving Fund (CWSRF) loans. The software must calculate loan amounts, principal payments, interest, late interest, prepayments, early payoffs and other intricacies of a loan program. Unfortunately, the current agency-developed program is error prone, time intensive, and not secure from internal tampering. The new software would allow a limited number of end users to access the program. This ability is critical to ensure adequate checks and balances are in place.

This fiscal year 2005 supplemental appropriation includes $22,000 in one-time funding from the Resource Conservation and Rangeland Development Fund to purchase Nortridge loan software including one year of online support.
