  2    RELATING TO SERVICES TO VICTIMS OF CYSTIC FIBROSIS; REPEALING SECTION 56-1019,
  3        IDAHO CODE.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION 1.  That Section 56-1019, Idaho Code, be, and the same  is  hereby
  6    repealed.

Statement of Purpose / Fiscal Impact


                  STATEMENT  OF  PURPOSE

                         RS 14458

To repeal Idaho Code ยง56-1019, Services to victims of cystic 
fibrosis.  This law requires the Department of Health and Welfare 
to pay for services to persons suffering from cystic fibrosis (CF) 
who are twenty-one (21) years of age or older. This law was passed 
in 1978 with a general fund budget appropriation of $24,000, which 
has not increased since then.  At that time most individuals with 
CF would not live to adulthood.  Medical literature indicates the 
median life expectancy is now thirty-two (32) years of age and 
many people with CF live much longer.  Costs for care and 
treatment of an individual with CF can now exceed $18,000 
annually.  Without an increase of $102,000 in funding for fiscal 
year 2006 and incremental increases in every subsequent year, the 
law will benefit only a small percentage of individuals eligible 
for the services. 


                        FISCAL  IMPACT

Repealing this law will save $24,000 annually in General Funds for 
the Department of Health and Welfare.
