  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE CONCERNING MEDICALLY INDIGENT HEALTH  CARE
  3        AND  DIRECTING  THE  DEVELOPMENT  OF  A  TEST PROGRAM BY THE DEPARTMENT OF
  4        HEALTH AND WELFARE IN COOPERATION WITH PARTICIPATING COUNTIES AND  REQUIR-
  5        ING A REPORT.
                                                                        
  6    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  7        WHEREAS,  the state of Idaho has an incident-based health care program for
  8    the  medically  indigent  that is funded entirely with county and state funds;
  9    and
 10        WHEREAS, the Department of Health and Welfare, at  the  direction  of  the
 11    Legislature, has been meeting with representatives of the Idaho Association of
 12    Counties  and  others  with an interest in health care to explore and evaluate
 13    ways in which present county medical indigency programs could be used to match
 14    federal funds through the state's Medicaid Program.
 15        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 16    of the Fifty-eighth Idaho Legislature, the Senate and the House of Representa-
 17    tives concurring therein, that the Department work with the representatives of
 18    the Idaho Association of Counties and other health care interests to implement
 19    a test program in volunteer counties to  be matched with federal Medicaid dol-
 20    lars. The eligible population will be adults between the ages of nineteen  and
 21    sixty-four  with  incomes of up to one hundred eighty-five percent of the fed-
 22    eral poverty level. The Legislature acknowledges that the  test  program  will
 23    require  approval  of  the  federal Centers for Medicare and Medicaid Services
 24    (CMS) prior to implementation.
 25        BE IT FURTHER RESOLVED that the Idaho Association of Counties  report  the
 26    results  of the test program to the Second Regular Session of the Fifty-eighth
 27    Idaho Legislature, along with  recommendations  for  any  further  legislative
 28    action  based  on  the  findings of the test program, to implement a statewide
 29    program.

                  STATEMENT  OF  PURPOSE

                         RS 14460

This Senate Concurrent Resolution is drafted to provide the 
Legislature with an opportunity to encourage the Department to 
work with the Idaho Association of Counties and other health care 
interests to explore and evaluate ways in which county medical 
indigency programs could be used to match federal Medicaid funds. 
The resolution incorporates a test program for eligible adults 
that, contingent upon approval from the Centers for Medicare and 
Medicaid, would be implemented in volunteer counties. The 
Department would report the results of the test program to the 
fifty-ninth Legislature along with recommendations for further 
legislative action. 


                        FISCAL  IMPACT

The coordination with the Idaho Association of Counties and the 
work associated with the test program are estimated to cost 
$113,200 in year one.  After the test program has been completed 
and evaluated, the Department will provide the findings and 
projected costs of future implementation to the Legislature for 
further legislative action.
