  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF COMMERCE  AND  LABOR  FOR
  3        FISCAL YEAR 2006; AND REDUCING THE APPROPRIATION TO THE DEPARTMENT OF COM-
  4        MERCE AND LABOR FOR FISCAL YEAR 2006; AND DECLARING AN EMERGENCY.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
  7    146, Laws of 2005, there is hereby appropriated to the Department of  Commerce
  8    and  Labor  the  following  amount  to  be expended for the designated program
  9    according to the designated expense class from the listed fund for the  period
 10    July 1, 2005, through June 30, 2006:
 11    IDAHO RURAL PARTNERSHIP:
 12    FOR:
 13    Personnel Costs                                                        $50,000
 14    FROM:
 15    Miscellaneous Revenue Fund                                             $50,000
                                                                        
 16        SECTION  2.  Notwithstanding  any  other provision of law to the contrary,
 17    the appropriation made in Section 1, Chapter  146,  Laws  of  2005,  there  is
 18    hereby  reduced  by the following amount from the designated program according
 19    to the designated expense class from the listed fund for the  period  July  1,
 20    2005, through June 30, 2006:

 26        SECTION  3.  An  emergency  existing  therefor,  which emergency is hereby

 28    passage and approval.

Statement of Purpose / Fiscal Impact


Statement of Purpose

This is the fiscal year 2006 Supplemental Appropriation for the Department of Commerce and Labor. This bill provides a shift in dedicated fund spending authority from operating expenditures to personnel costs of $50,000 for the Idaho Rural Partnership (“IRP”). The IRP’s personnel costs have been funded with federal funds. However, the IRP has seen a decrease in federal funding during the fiscal year and this shift will permit personnel costs to be paid with dedicated funds. This shift does not increase the IRP’s budget nor is there an increase in salary.
