Statement of Purpose / Fiscal Impact

                      STATEMENT OF PURPOSE

                            RS 15954

A vehicle manufacturers license is a class of license,
defined in section 49-1606(4), Idaho Code, issued to persons
to engage in the business of constructing or assembling
vehicles subject to registration under the motor vehicle
code, at an "established place of business within Idaho."

The purpose of this legislation is to clarify that a
vehicle manufacturer's license shall not issue to an
applicant that does not have an "established place of
business within Idaho" and to require the licensee to notify
the Department of Transportation of any change in address or
location of the licensee's place of business during the
license period. Upon such notification, a new license will
be issued to the licensee for the new location for the
    balance of the license term.
