1 AN ACT
2 RELATING TO CERTIFICATION OF TEACHERS; AMENDING SECTION 33-1201, IDAHO CODE,
3 TO REVISE CERTIFICATION REQUIREMENTS AND TO MAKE TECHNICAL CORRECTIONS.
4 Be It Enacted by the Legislature of the State of Idaho:
5 SECTION 1. That Section 33-1201, Idaho Code, be, and the same is hereby
6 amended to read as follows:
7 33-1201. CERTIFICATE REQUIRED. (1) Every person who is employed to serve
8 in any elementary or secondary school in the capacity of teacher, supervisor,
9 administrator, education specialist, school nurse or school librarian shall be
10 required to have and to hold a certificate issued under authority of the state
11 board of education, valid for the service being rendered; except that the
12 state board of education may authorize endorsement for use in Idaho, for not
13 more than five (5) years, certificates valid in other states when the qualifi-
14 cations therefor are not lower than those required for an Idaho certificate.
15 (2) No certificate shall be required of a student attending any teacher-
16 training institution, who shall serve as a practice teacher in a classroom
17 under the supervision of a certificated teacher, and who is jointly assigned
18 by such teacher-training institution and the governing board of a district or
19 a public institution to perform practice teaching in a non-salaried
20 nonsalaried status. Those students attending a teacher-training institution of
21 another state and who serve as a non-salaried nonsalaried practice teacher in
22 an Idaho school district shall be registered by that school district.
23 (3) A student, while serving in a practicum, internship or student teach-
24 ing position under the supervision of a person certificated pursuant to this
25 section, shall be accorded the same liability insurance coverage by the school
26 district being served as that accorded such certificated person in the same
27 district, and shall comply with all rules and regulations of the school dis-
28 trict or public institution while serving in such a capacity.
29 (4) Prior to issuing a certificate to an applicant from a computer-based
30 alternative route to Idaho teacher certification, a person shall have com-
31 pleted a supervised teaching experience or internship equivalent to one (1)
32 semester according to rules promulgated by the state board of education.
33 (5) Alternative methods of assessment of teaching competence for candi-
34 dates who have extensive teaching experience can be substituted.

This legislation relates to certification of teachers; amending
Section 33-1201, Idaho Code, to revise certification requirements
and to make technical corrections.

There will be no fiscal impact on the state general fund.
