  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE EXECUTIVE OFFICE OF THE GOVERNOR FOR  FISCAL  YEAR
  3        2007; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; AND DIRECTING
  4        THE ALLOCATION OF SALARY SAVINGS.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  There  is  hereby appropriated to the Executive Office of the
  7    Governor the following amounts to be  expended  for  the  designated  programs
  8    according  to  the  designated  expense  classes from the listed funds for the
  9    period July 1, 2006, through June 30, 2007:

 31        SECTION 2.  In accordance with Section 67-3519, Idaho Code, the  Executive
 32    Office  of  the Governor is authorized no more than twenty-four (24) full-time
 33    equivalent positions at any point during the period July 1, 2006, through June
 34    30, 2007, for the programs specified in Section 1 of this act, unless specifi-
 35    cally authorized by the Governor. The Joint  Finance-Appropriations  Committee
 36    will be notified promptly of any increased positions so authorized.
                                                                        
 37        SECTION  3.  The  Executive  Office  of the Governor is hereby directed to
 38    allocate salary savings, based on performance, to provide for employee  salary
 39    needs  before other operational budget priorities are considered. Where appli-
 40    cable, employees whose salaries are below the midpoint of their pay  grade  or
 41    occupational  groups with significant turnover rates shall be considered first

Statement of Purpose

This bill is the FY 2007 appropriation for the Executive Office of the Governor. The only addition to this budget is a one-time appropriation from dedicated funds for Governor-elect transition expenses. In accordance with Idaho Code 67-815, the Governor -elect is to be provided funds for staff, travel and incidental office expenses to defray transition expenses. The $15,000 included here is the same amount provided for the last two Governor-elect transitions.
