APPROPRIATIONS - DEPARTMENT OF COMMERCE AND LABOR - Appropriates
$33,617,500 to the Department of Commerce and Labor for fiscal year 2007;
appropriates federal funds for the unemployment insurance program; limits
the number of full-time equivalent positions to 63.5; directs the
allocation of salary savings; and directs reports regarding the
Film/Tourism Marketing Specialist, the Small Business Assistance Fund and
the twelve Rural Economic Development professionals.

2 APPROPRIATING MONEYS TO THE DEPARTMENT OF COMMERCE AND LABOR FOR FISCAL YEAR
3 2007; APPROPRIATING FEDERAL FUNDS FOR UNEMPLOYMENT INSURANCE PROGRAM; LIM-
4 ITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; DIRECTING ALLOCATION
5 OF SALARY SAVINGS; PROVIDING FOR CERTAIN APPROPRIATIONS TO BE FOR THE
6 PERIOD OF JULY 1, 2006 THROUGH JUNE 30, 2008; DIRECTING THE DEPARTMENT TO
7 REPORT ON THE IMPACT OF THE FILM/TOURISM MARKETING SPECIALIST; DIRECTING
8 THE DEPARTMENT TO REPORT ON THE IMPACT OF THE SMALL BUSINESS ASSISTANCE
9 FUND; AND DIRECTING THE DEPARTMENT TO REPORT ON THE IMPACT OF RURAL ECO-
10 NOMIC DEVELOPMENT PROFESSIONALS.
11 Be It Enacted by the Legislature of the State of Idaho:
12 SECTION 1. There is hereby appropriated to the Department of Commerce and
13 Labor the following amounts from the listed funds to be expended according to
14 the designated expense classes for the period July 1, 2006, through June 30,

18 SECTION 2. There is hereby appropriated out of the funds made available
19 to the Department of Commerce and Labor of the State of Idaho, pursuant to
20 Section 903 of the federal Social Security Act, as amended, the sum of
21 $9,000,000 for the payment of expenses incurred for the administration of the
22 Unemployment Insurance and the Employment Service Programs. This appropriation
23 is authorized by and subject to the limitations of Section 72-1346(4), Idaho
24 Code.
25 SECTION 3. In accordance with Section 67-3519, Idaho Code, the Department
26 of Commerce and Labor is authorized no more than sixty-three and one-half
27 (63.5) full-time equivalent positions at any point during the period July 1,
28 2006, through June 30, 2007, for the program specified in Section 1 of this
29 act, unless specifically authorized by the Governor. The Joint Finance-
30 Appropriations Committee will be notified promptly of any increased positions
31 so authorized.
32 SECTION 4. The Department of Commerce and Labor is hereby directed to
33 allocate salary savings, based on performance, to provide for employee salary
34 needs before other operational budget priorities are considered. Where appli-
35 cable, employees whose salaries are below the midpoint of their pay grade or
36 occupational groups with significant turnover rates shall be considered first
37 in the order of salary savings distributions.
38 SECTION 5. Of the General Fund appropriation made in Section 1 of this
39 act for the Commerce Program within the Department of Commerce and Labor,
40 $800,000 shall be for the period July 1, 2006, through June 30, 2008. The
41 appropriation authorized in Section 2 of this act shall be for the period July
42 1, 2006, through June 30, 2008.
43 SECTION 6. The Department is directed to report to the Joint Finance-
44 Appropriations Committee during the 2007 Legislative Session on the effect and
45 impact of the Film/Tourism Marketing Specialist. The Department shall also
46 report on the effect and impact of film industry incentive legislation passed
47 during the 2006 Legislative Session.
48 SECTION 7. The Department is directed to report to the Joint Finance-

1 Appropriations Committee during the 2007 Legislative Session on the effect and
2 impact of the Small Business Assistance Fund. The report shall include, but
3 not be limited to, information regarding the number of businesses awarded
4 grants, the number of applicants, and other indicators of the program's
5 impact.
6 SECTION 8. The Department is directed to report to the Joint Finance-
7 Appropriations Committee during the 2006 legislative interim on the effective-
8 ness and impact of the twelve Rural Economic Development Professionals. This
9 report shall include, but not be limited to, covering the program's specific
10 accomplishments, the program's long-range plan and, what plans exist, if any,
11 to bring areas and communities into this program which currently do not meet
12 participation criteria.
