  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE DEPARTMENT OF INSURANCE FOR FISCAL YEAR 2007; LIM-
  3        ITING THE NUMBER OF FULL-TIME  EQUIVALENT  POSITIONS;  AND  DIRECTING  THE
  4        ALLOCATION OF SALARY SAVINGS.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  There  is  hereby appropriated to the Department of Insurance
  7    the following amounts to be expended for the designated programs according  to
  8    the  designated  expense  classes from the listed funds for the period July 1,
  9    2006, through June 30, 2007:

 32        SECTION 2.  In accordance with Section 67-3519, Idaho Code, the Department
 33    of Insurance is authorized no more than seventy-three (73)  full-time  equiva-
 34    lent  positions  at any point during the period July 1, 2006, through June 30,
 35    2007, for the programs specified in Section 1 of this act, unless specifically
 36    authorized by the Governor. The Joint Finance-Appropriations Committee will be
 37    notified promptly of any increased positions so authorized.
                                                                        
 38        SECTION 3.  The Department of Insurance is  hereby  directed  to  allocate
 39    salary  savings,  based  on  performance, to provide for employee salary needs
 40    before other operational budget priorities are considered.  Where  applicable,
 41    employees  whose salaries are below the midpoint of their pay grade or occupa-

  1    tional groups with significant turnover rates shall be considered first in the
  2    order of salary savings distributions.
