]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 43 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING LEGISLATIVE FINDINGS, RESTATING THE LEGISLATURE'S SUPPORT FOR THE RES- 3 TORATION, PRESERVATION AND MAINTENANCE OF THE STATE CAPITOL BUILDING, 4 REQUESTING AND AUTHORIZING THE IDAHO CAPITOL COMMISSION TO MODIFY ITS MAS- 5 TER PLAN FOR THE RESTORATION OF THE STATE CAPITOL BUILDING TO PROVIDE FOR 6 CERTAIN LISTED MODIFICATIONS AND IMPROVEMENTS, AUTHORIZING AND APPROVING 7 THE DEPARTMENT OF ADMINISTRATION TO ENTER INTO AN AGREEMENT OR AGREEMENTS 8 WITH THE IDAHO STATE BUILDING AUTHORITY, UNDER SUCH TERMS AND CONDITIONS 9 AS MAY BE REASONABLE AND NECESSARY, TO PROVIDE FINANCING AND TO RESTORE 10 AND REFURBISH THE STATE CAPITOL BUILDING AND CONSTITUTING PRIOR LEGISLA- 11 TIVE APPROVAL IN ACCORDANCE WITH SECTION 67-6410, IDAHO CODE, AND SUPPORT- 12 ING AND RECOMMENDING A DESIGN AND CONSTRUCTION SCHEDULE THAT WILL ALLOW 13 THE RESTORATION OF THE STATE CAPITOL BUILDING TO BEGIN FOLLOWING THE 2007 14 LEGISLATIVE SESSION, AND TO BE COMPLETED PRIOR TO THE BEGINNING OF THE 15 2010 LEGISLATIVE SESSION. 16 Be It Resolved by the Legislature of the State of Idaho: 17 WHEREAS, the State Capitol Building is the most vital and preeminent pub- 18 lic building in Idaho and a symbol of Idaho's sovereignty; and 19 WHEREAS, the restoration, preservation and maintenance of the State Capi- 20 tol Building represents a vital public interest; and 21 WHEREAS, to ensure the State Capitol Building's long history and legacy, 22 the Idaho Capitol Commission was created by the 1998 Legislature with a vision 23 of restoring the State Capitol Building to its original splendor; and 24 WHEREAS, the Idaho Capitol Commission, pursuant to Section 67-1608, Idaho 25 Code, has developed a comprehensive, multiyear Master Plan for the restoration 26 of the State Capitol Building that would address modifications, improvements 27 and preservation; and 28 WHEREAS, the Legislature in 2001 adopted House Concurrent Resolution No. 29 21 supporting the Master Plan approved by the Capitol Commission for the com- 30 prehensive restoration and refurbishment of the State Capitol Building; and 31 WHEREAS, in the intervening years the need for an expansion of the State 32 Capitol Building to accommodate larger public hearing rooms has coincided with 33 the Legislature's desire to maintain the State Capitol Building as a working 34 Capitol; and 35 WHEREAS, a task force appointed by and consisting of majority and minority 36 legislative leadership has met throughout the interim in 2005 to examine 37 numerous alternatives for providing additional public hearing rooms and 38 related office space to meet current and future needs, and to obtain informa- 39 tion relating to building designs, projected costs, architectural integrity, 40 site geotechnical analysis, phased development of the Capitol Mall, adjacent 41 office space, and relocation options during the State Capitol restoration; and 42 WHEREAS, the task force has recommended an approach to restoration and 43 expansion of the State Capitol Building that will accommodate the needs for 44 public hearing rooms and maintain Idaho's Capitol Building as a working Capi- 2 1 tol Building into the future without compromising the Capitol's architectural 2 integrity and uniqueness; and 3 WHEREAS, the Legislature and the Governor intend that the Capitol restora- 4 tion move forward without delay. 5 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 6 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and 7 the Senate concurring therein, that the Legislature restates its support for 8 the restoration, preservation and maintenance of the State Capitol Building. 9 BE IT FURTHER RESOLVED that the Legislature requests and authorizes the 10 Idaho Capitol Commission to modify its Master Plan for the restoration of the 11 State Capitol Building to provide for the following modifications and improve- 12 ments: 13 (1) The construction of a one-story underground addition on the south 14 side of the State Capitol Building, under the grand stairway, of approximately 15 thirty thousand (30,000) square feet, designed to accommodate additional pub- 16 lic hearing rooms and legislative office space. 17 (2) A reassessment and reconfiguration of the Master Plan's assignment of 18 space throughout the Capitol Building and any other necessary design changes, 19 to accommodate the addition of a south side addition to the Capitol Building, 20 offices within the building for legislative staff, and any relocation of leg- 21 islative hearing rooms and offices. 22 BE IT FURTHER RESOLVED that the Legislature authorizes and approves the 23 Department of Administration to enter into an agreement or agreements with the 24 Idaho State Building Authority, under such terms and conditions as may be rea- 25 sonable and necessary, to provide financing and to restore and refurbish the 26 State Capitol Building, and that this resolution shall constitute prior legis- 27 lative approval in accordance with Section 67-6410, Idaho Code. 28 BE IT FURTHER RESOLVED that the Legislature supports and recommends that 29 the Idaho Capitol Commission, the Department of Administration and the Idaho 30 State Building Authority pursue a design and construction schedule that will 31 allow the restoration of the State Capitol Building to begin following the 32 2007 legislative session, and to be completed prior to the beginning of the 33 2010 legislative session.
STATEMENT OF PURPOSE RS 16058C1 The State Capitol Building is the most vital and preeminent public building in this state and a symbol of Idaho's sovereignty, and its restoration and preservation are of critical interest to all Idaho citizens. Idaho is the third fastest growing state in the nation. In recent years, ever larger numbers of citizens are seeking to participate in the legislative process by attending and testifying in public hearings held by legislative committees. Unfortunately, our current Capitol building, completed in 1920, does not contain enough space and does not allow any effective reconfiguration or expansion of hearing rooms. This resolution would authorize going forward with the original Capitol restoration, and also constructing a one-story garden level addition on the south side of the Capitol, under the grand stairway. The below-ground construction, similar to the approach taken with the Texas state and U.S. Capitol buildings, would preserve the architectural integrity of Idaho's unique Capitol design, while providing additional legislative hearing room and office space. FISCAL NOTE This resolution has no fiscal impact on the state general fund. Pursuant to Idaho Code Section 63-2520(5), after July 1, 2006, funds from a portion of tobacco taxes accumulating in the state permanent building fund are designated for the Capitol restoration and may be used to pay directly for the restoration costs, or for debt service on bonds issued by the State Building Authority. Current estimates are that approximately $30 million will be deposited in the permanent building fund for that purpose during FY 2007, and further amounts each year thereafter until the restoration is complete. Were the restoration to begin in April 2007, current estimates of the cost of the original Capitol restoration have increased to an estimated $74 million, and climb higher with each year of delay. The cost of the south side underground addition would add approximately $16 million to the overall cost of the restoration effort.
