HOUSE CONCURRENT RESOLUTION NO. 61

1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE AND REQUESTING THE STATE BOARD OF EDUCA-
3 TION AND THE STATE DEPARTMENT OF EDUCATION TO CONTINUE TO GATHER INPUT AND
4 CONDUCT RESEARCH ON HIGH SCHOOL REDESIGN AND CONSIDER CHANGES TO A NEW
5 RULE REGARDING THE SUBJECT IF NECESSARY.
6 Be It Resolved by the Legislature of the State of Idaho:
7 WHEREAS, we the members of the Second Regular Session of the Fifty-eighth
8 Idaho Legislature agree that continuously improving the education experiences
9 and opportunities of Idaho's K-12 students is important; and
10 WHEREAS, we believe that the State Board of Education's 2005-2006 research
11 and subcommittee efforts have created a strong beginning for discussing
12 improvements for Idaho's High School offerings and provided further that we
13 believe that the research for this Rule has encouraged needed dialogue about
14 how to improve K-12 education and graduation success in Idaho and student
15 preparation for the future; and
16 WHEREAS, the Office of the State Board of Education's 2006 Pending Rule
17 Docket No. 08-0203-0506 (hereinafter referred to as "Rule") has been presented
18 to both the House of Representatives and the Senate Education Committees; and
19 WHEREAS, the March 1, 2006, Summary Report from the House Education
20 Committee's Ad Hoc Subcommittee on High School Redesign outlines the questions
21 remaining about the Rule and its implementation in the areas of funding and
22 budgeting concerns; general concerns outlined in five categories, curriculum
23 concerns and eleven additional areas of research; and implementation recommen-
24 dations that need to include budgets, district communication strategies, and
25 address fifty-two areas of implementation planning concerns; and
26 WHEREAS, we agree with the State Board of Education that there is a need
27 for redesign based on the requirements of this century's jobs for education
28 beyond high school; the needs for having a skilled and educated workforce in
29 Idaho; Idaho's high school to college entry rates; and on students deserving a
30 well-rounded, relevant and rigorous education.
31 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
32 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and
33 the Senate concurring therein, that the Office of the State Board of Education
34 is requested, in collaboration with the State Department of Education, to
35 gather input from all 115 Idaho school districts and to research and provide
36 reports and recommendations in response to concerns raised. The requested
37 reports and recommendations are detailed in the fifteen page March 1, 2006,
38 Summary Report from the House of Representatives Education Committee's Ad Hoc
39 Subcommittee on High School Redesign compiled from the input from Idaho's
40 school districts and from House of Representatives and Senate Education Com-
41 mittee testimony.
42 BE IT FURTHER RESOLVED that the Legislature welcomes a presentation of
43 responses to the feedback and concerns and upon gathering the necessary data
44 and information, if it is determined that changes need to be made to the new

1 rule, that the State Board of Education is requested to bring those changes
2 forward in the next legislative session.
STATEMENT OF PURPOSE

Five Representatives, appointed by the Speaker, and three
Senators, appointed by the Pro Tem, have met to compile findings
from Idaho's District Superintendents and others regarding High
School Redesign as presented in Pending Rule Docket No.
08 0203-0506 in order to overcome differences and address the
concerns of Idaho's education stakeholders about this Rule.
This Concurrent Resolution reflects the compiled findings and
requests that the Office of the State Board of Education and the
State Department of Education work together to address the
findings reported in the March 1, 2006, Summary Report from the
House Education Committee Ad Hoc Committee on High School
Redesign, and to report back to the Legislature in the next
legislative session.
FISCAL NOTE
There will be no fiscal impact to the General Fund.
