Nonlegislative members of the advisory committee shall not be 42 reimbursed from legislative funds for per diem, mileage or other expenses and 43 shall not have voting privileges regarding the committee's recommendations or 44 proposed legislation. 2 1 BE IT FURTHER RESOLVED that the committee shall report its findings, rec- 2 ommendations and proposed legislation, if any, to the First Regular Session of 3 the Fifty-ninth Idaho Legislature.
STATEMENT OF PURPOSE RS 16238 This resolution authorizes the creation of an interim committee, to be created by the Legislative Council, for the purpose of evaluating the merits of removing the programs of substance abuse, adult and children's mental health from the Department of Health and Welfare, and combining them into a new agency. The purpose of such a move would be to improve treatment to those in need of services and provide more accountability for the quality and cost of those services. It would allow for a thorough study of this issue by all relevant parties. The committee would be charged with making recommendations to the next regular session of the Idaho Legislature. FISCAL NOTE The cost of the Committee would be expected to not exceed $10,000. It would be paid for from the Legislative Account.
