the efforts of Senator Mike Crapo to reform and improve the Endangered
Species Act through the enactment of the Collaboration for the Recovery of

  2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
  3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
  4        IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  5        We, your Memorialists, the House of Representatives and the Senate of  the
  6    State  of  Idaho  assembled  in the Second Regular Session of the Fifty-eighth
  7    Idaho Legislature, do hereby respectfully represent that:
                                                                        
  8        WHEREAS, the state of Idaho is home to a large number of  species  consid-
  9    ered  to  be  threatened or endangered and many citizens of Idaho are directly
 10    affected by actions taken under the provisions of the Endangered Species  Act;
 11    and
 12        WHEREAS,  the  citizens of Idaho are performing many voluntary measures to
 13    help in the conservation and recovery of  species  which  are  or  may  become
 14    listed as threatened or endangered; and
 15        WHEREAS, the Endangered Species Act as structured has not created meaning-
 16    ful  incentives to engage private landowners in conservation and has failed to
 17    achieve its ultimate aim in the recovery of endangered species; and
 18        WHEREAS, United States Senator Mike Crapo has introduced Senate Bill 2110,
 19    Collaboration for the Recovery of Endangered Species Act (CRESA); and
 20        WHEREAS,  CRESA  will  focus  on  species  recovery,  prioritize  recovery
 21    efforts, expand the role of states for managing listed species, and compensate
 22    landowners for their efforts in species protection.
 23        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
 24    sion  of  the Fifty-eighth Idaho Legislature, the House of Representatives and
 25    the Senate concurring therein, that we support the  efforts  of  Senator  Mike
 26    Crapo  to  reform and improve the Endangered Species Act through the enactment
 27    of CRESA, and promote species conservation and preservation within  the  state
 28    of Idaho and the United States of America.
 29        BE  IT  FURTHER  RESOLVED that the Chief Clerk of the House of Representa-
 30    tives be, and she is hereby authorized and directed to forward a copy of  this
 31    Memorial to the President of the Senate and the Speaker of the House of Repre-
 32    sentatives  of  Congress,  and  the  congressional delegation representing the
 33    State of Idaho in the Congress of the United States.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE

                             RS 16075

This is a joint memorial showing support for Senator Mike Crapo
and his efforts to improve and reform the Endangered Species 
Act(ESA). The need for this arises from the fact that many of the
citizens of Idaho are directly affected by the actions taken
under the provisions of the ESA and many have a vested interest
in helping in the conservation and recovery of species throughout
Idaho. Through Senate Bill 2110, known as the Collaboration for
the Recovery of Endangered Species Act (CRESA), Senator Crapo has
focused on the goals of improving species recovery, expanding the
roles of states to manage listed species, and providing
compensation for landowners for their efforts in species
protection.
