encouraging the President of the United States of America to revoke
administrative withdrawals on offshore energy development on the nation's
Outer Continental Shelf and direct the Minerals Management Service to
contract for test wells to be drilled in order to provide needed energy
resources to the United States in an environmentally responsible manner;
and encouraging the Congress of the  United States of America to make the

  2    TO THE PRESIDENT OF THE UNITED STATES, TO THE SENATE AND HOUSE OF  REPRESENTA-
  3        TIVES  OF  THE  UNITED  STATES IN CONGRESS ASSEMBLED, TO THE CONGRESSIONAL
  4        DELEGATION REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF  THE  UNITED
  5        STATES,  AND  TO  THE  UNITED  STATES  SECRETARIES  OF THE INTERIOR AND OF
  6        ENERGY.
                                                                        
  7        We, your Memorialists, the House of Representatives and the Senate of  the
  8    State  of  Idaho  assembled  in the Second Regular Session of the Fifty-eighth
  9    Idaho Legislature, do hereby respectfully represent that:
                                                                        
 10        WHEREAS, policies of the federal government have placed much of the  Outer
 11    Continental Shelf off-limits to oil and natural gas production; and
 12        WHEREAS,  development  of oil and natural gas resources, where allowed off
 13    our shore, has coexisted for decades with recreational and commercial  activi-
 14    ties while benefitting the entire nation; and
 15        WHEREAS,  America's  increased  dependence  on foreign energy supplies and
 16    global competition for oil and  natural  gas  will  create  a  threat  to  our
 17    national security; and
 18        WHEREAS,  since  2000,  natural gas and oil prices have more than doubled;
 19    and
 20        WHEREAS, rising energy costs are taking a toll on poor families throughout
 21    the nation and, in a recent annual survey by the  National  Energy  Assistance
 22    Directors'  Association,  32%  of  families had to sacrifice medical care, 24%
 23    failed to make their rent or mortgage payment, 20% were without  food  for  at
 24    least  a  day, and 44% skipped paying or paid less than their home energy bill
 25    in the past year; and
 26        WHEREAS, the nation's farming and ranching sectors depend  on  a  reliable
 27    and  affordable supply of energy to run equipment, fertilize crops, and trans-
 28    port products to market; and
 29        WHEREAS, the Economic Research Service of the United States Department  of
 30    Agriculture estimates that farmers' fuel expenses for 2005 exceeded their 2004
 31    fuel expenses by 37%, and higher energy prices mean increased costs to farmers
 32    and ranchers, who already face tremendous economic challenges; and
 33        WHEREAS, in spite of significant progress in energy efficiency, the United
 34    States will still need 32% more energy to support economic growth by 2025; and
 35        WHEREAS,  inland  states  throughout  the  west are doing more to increase
 36    domestic energy production, and the public lands that  lie  off  our  nation's
 37    coasts also hold enormous potential for energy production, which could signif-
 38    icantly help to meet the energy needs of all Americans.
 39        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 40    sion of the Fifty-eighth Idaho Legislature, the House of  Representatives  and
 41    the  Senate  concurring therein, that we encourage the President of the United
 42    States of America, the Honorable George  W.  Bush,  to  revoke  administrative
 43    withdrawals  on  offshore energy development on the nation's Outer Continental
 44    Shelf and direct the Minerals Management Service to contract for test wells to

  2    an environmentally responsible manner.
  3        BE IT FURTHER RESOLVED, that we  encourage  the  Congress  of  the  United
  4    States  of  America to make the nation's Outer Continental Shelf available for
  5    energy development  in an environmentally responsible manner.
  6        BE IT FURTHER RESOLVED that the Chief Clerk of the  House  of  Representa-
  7    tives  be, and she is hereby authorized and directed to forward a copy of this
  8    Memorial to the President of the United States of America,  the  President  of
  9    the  Senate  and  the Speaker of the House of Representatives of Congress, the
 10    congressional delegation representing the State of Idaho in  the  Congress  of
 11    the  United  States,  and the United States Secretaries of the Interior and of
 12    Energy.

                       STATEMENT OF PURPOSE

                             RS 16268

The purpose of this legislation is to encourage the President of
the United States to revoke administrative withdrawals on
offshore development on the nation's Outer Continental Shelf and
direct the Minerals Management Service to contract for test wells
to be drilled to provide needed energy resources to the United
States in an environmentally-responsible manner.

There is no fiscal impact to the general fund.
