2 RELATING TO HORSE RACING; AMENDING SECTION 54-2502, IDAHO CODE, TO DEFINE
3 "PARI-MUTUEL" AND "SIMULCAST" AND TO REVISE THE DEFINITION OF "HORSEMEN'S
4 GROUP."
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. That Section 54-2502, Idaho Code, be, and the same is hereby
7 amended to read as follows:
8 54-2502. DEFINITIONS. Unless the context otherwise requires, words and
9 phrases as used herein shall mean:
10 (1) "Commission" means the Idaho state racing commission, hereinafter
11 created.
12 (2) "Gross daily receipts" means the total of all sums deposited in all
13 pools for each race day.
14 (3) "Horsemen's group" means an organization composed of licensed owners,
15 breeders, and/or trainers duly registered with the secretary of state and rec-
16 ognized by the Idaho racing commission. as the majority of the horsemen at the
17 track.
18 (4) "Host facility" means the racetrack at which the race is run, or the
19 facility which is designated as the host facility if the race is run in a
20 jurisdiction which is not participating in the interstate combined wagering
21 pool.
22 (5) "Host jurisdiction" means the jurisdiction in which the host facility
23 is located.
24 (6) "Interstate common wagering pool" means a pari-mutuel pool estab-
25 lished in one (1) jurisdiction which is combined with comparable pari-mutuel
26 pools from one (1) or more racing jurisdictions. Such pool is established for
27 the purpose of establishing pay-off prices in the various jurisdictions.
28 (7) "Pari-mutuel" means any system whereby wagers with respect to the
29 outcome of a race are placed with, or in, a wagering pool conducted by a per-
30 son licensed or otherwise permitted to do so under state law, and in which the
31 participants are wagering with each other and not against the operator.
32 (8) "Persons" means and includes individuals, firms, corporations and
33 associations.
34 (89) "Pool" means the total sum of all moneys wagered in each race for
35 each type of bet. Types of bets include win, place, show, quinella, daily dou-
36 ble, exacta, trifecta, etc., and such other types as are approved by the com-
37 mission from time to time.
38 (910) "Race meet" means and includes any exhibition of thoroughbred,
39 purebred, and/or registered horse racing, mule racing or dog racing, where the
40 pari-mutuel system of wagering is used. Singular includes the plural and plu-
41 ral includes the singular; and words importing one gender shall be regarded as
42 including all other genders.
43 (101) "Racing jurisdiction" or "jurisdiction" means a governmental juris-

1 diction responsible for the regulation of pari-mutuel racing in that jurisdic-
2 tion.
3 (12) "Simulcast" means the telecast or other transmission of live audio
4 and visual signals of a race, transmitted from a sending track to a receiving
5 location, for the purpose of wagering conducted on the race at the receiving
6 location.

Relating to horse racing; Amending Section 54-2502, Idaho Code,
to add definitions of "pari-mutuel", "simulcast" and to clarify
"Horsemen's group".
FISCAL NOTE
No fiscal impact from the racing commission's dedicated fund;
none to or from the General Fund.
