]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE SENATE SENATE BILL NO. 1306 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE STATE BOARD FOR PROFESSIONAL-TECHNICAL 3 EDUCATION FOR FISCAL YEAR 2006; REDUCING THE APPROPRIATION TO THE STATE 4 BOARD FOR PROFESSIONAL-TECHNICAL EDUCATION FOR FISCAL YEAR 2006; AND 5 DECLARING AN EMERGENCY. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. In addition to the appropriation made in Section 1, Chapter 8 385, Laws of 2005, there is hereby appropriated to the State Board for 9 Professional-Technical Education the following amount to be expended for the 10 designated program according to the designated expense class from the listed 11 funds for the period July 1, 2005, through June 30, 2006: 12 CAREER INFORMATION SYSTEM: 13 FOR: 14 Personnel Costs $5,000 15 FROM: 16 Miscellaneous Revenue Fund $2,500 17 Federal Grant Fund 2,500 18 TOTAL $5,000 19 SECTION 2. Notwithstanding any other provision of law to the contrary, 20 the appropriation of moneys made in Section 1, Chapter 385, Laws of 2005, is 21 hereby reduced by the following amount from the designated program according 22 to the designated expense class from the listed funds for the period July 1, 23 2005, through June 30, 2006: 24 CAREER INFORMATION SYSTEM: 25 FOR: 26 Operating Expenditures $5,000 27 FROM: 28 Miscellaneous Revenue Fund $2,500 29 Federal Grant Fund 2,500 30 TOTAL $5,000 31 SECTION 3. An emergency existing therefor, which emergency is hereby 32 declared to exist, this act shall be in full force and effect on and after its 33 passage and approval.

This is a fiscal year 2006 supplemental appropriation for the Career Information System (CIS) within the Division of Professional-Technical Education. The CIS provides information on career development, training opportunities, and scholarships. Prior to fiscal year 2006, CIS was off-budget. However, since it had received consistent dedicated and federal funding, a decision was made to begin appropriating the program. Last year the agency estimated how their spending authority should be allocated between personnel costs and operating expenses, but they were slightly off in their estimates. This supplemental would simply authorize the Division to move $5,000 in dedicated and federal funds up from operating expenses to personnel costs in order to prevent a shortfall in funding.

The transfers from operating expenses to personnel costs would be on an ongoing basis and the final result is a net zero change.
